JOB DETAILS:
Purpose of Position
ACHIEVE (Adolescents and Children HIV Incidence Reduction, Empowerment and Virus Elimination) is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

ACHIEVE has been funded by USAID in Zambia to implement a four-year activity which aims (1) to strengthen the capacity of the Ministry of Community Development and Social Services (MCDSS) to improve service outcomes and reduce the incidence of HIV in Vulnerable Children and Adolescents (VCA) and their families to accelerate and maintain epidemic control (2) build the capacity of the MCDSS and community structures to deliver quality social services and provide comprehensive case management for beneficiaries and (3) build MCDSS’s capacity to successfully implement Government-to-Government activities in accordance with USAID’s policies and procedures. ACHIEVE will begin Activities in Zambia in December 2020. In Zambia, ACHIEVE is lead by PACT in collaboration with Palladium.

Palladium is supporting the implementation of the project to strengthen the capacity of the Ministry of Community Development and Social Welfare (MCDSS) to improve health and social services outcomes and reduce the incidence of HIV among Vulnerable Children and Adolescents (VCA) and their families in order to accelerate and maintain HIV epidemic control in Zambia.
This assignment is based in Lusaka, Zambia.

Primary Responsibilities:
• Provide technical leadership, guidance, and support to the MCDSS in support of the project’s objectives for strengthened structures and services for Digitization and MIS.
• Participate in or ensure high-level project representation and leadership where needed on technical working groups with Government of Zambia and other stakeholders linked to key project initiatives.
• Provide other direct technical inputs in line with background expertise and project needs.
• Work in collaboration with ACHIEVE’s SSA – Case Management, System Strengthening and M&E in identifying key systems strengthening gaps linked to Objectives 1, 3 and 4 and in developing and overseeing the implementation of approaches for strengthening capacity.
• With the Project Director, represent ACHIEVE’s Systems Strengthening activities with USAID, PEPFAR, and other partners.
• Ensure the completion of all reporting requirements and other deliverables related to Objectives 2.
• Facilitate coordination with other relevant in-country initiatives and, as appropriate, other related ACHIEVE buy-ins, ECAP projects, or other projects.
• Other duties as assigned.

Key Deliverables and technical support
• Support MCDSS in strengthening governance of VCA information systems. As part of broader efforts to support VCA coordination mechanisms, the consultant will support the MCDSS to convene inter-sectoral stakeholders, including UNICEF, USAID, and PEPFAR IPs, and the EYP partners for the common purpose of coordinating development of the MIS for Zambia. The consultant will also develop and validate terms of reference for engagement, with roles and responsibilities including subgroups such as informatics, including regular meeting, workplan and managing activities. The consultant will support the Secretariat of the MIS TWG to organize monthly coordination meetings, track action points from TWG meetings, as well as the organization of workshops (as needed) to develop and validate systems strengthening activities.
• Document Architecture for Management Information System for VCA services, including MIS design, system specifications and requirements documents. For the MCDSS to assume a leadership position in the development of an MIS designed to strengthen government oversight of VCA activities, the consultant will support MIS TWG to design a streamlined MIS architecture. The architecture will be documented following the Enterprise Architecture approach and outlining business, data and data standards, technology standards and IT layers.
• Together with the TWG, the consultant will formulate recommendations for consideration by MCDSS and other key stakeholders in the form of a proposed System Architecture for MIS describing how data would flow through the system from point of entry, at which level reports would be aggregated, detailing level of access by level and by government or partner affiliation, considering long term expertise and resource implications to maintain a system both flexible enough to meet evolving partner reporting needs and stable enough to serve as the primary source of data for everyone.
• Specifications gathering for Management Information System (MIS0). Once the System Architecture has been developed and validated by the MIS TWG, the consultant will gather and document desired System Specifications for the MIS 3.0.
• Proposed System Specifications for the MIS will be presented within the forum of the MIS TWG to elicit feedback; once the feedback is incorporated the validated documentation will be disseminated.

Relationships
• The role is part of the ACHIEVE Zambia’s Project Team and will work in coordination with US-based and regional technical leadership and project management staff.
Authority levels
• The role carries a degree of autonomy on technical leadership with appropriate consultation.
• Oversee and maintain quality country over project activities at the country level.
• Contribute to process improvement through innovative and cost-effective proposals and ideas.

Minimum Education and Experience Required
• Masters level education in public health, health informatics, monitoring and evaluation, or another relevant field of study.
• Experience supporting design and development of digital architecture and interoperability across multiple systems.
• Experience in Governance and Business Analysis and Design.
• Technical experience in health information systems strengthening or digital health or similar. Experience working in digital health on a USAID-funded project strongly preferred.
• Recent work experience supporting national health information systems in Zambia (the last three years).
• Experience working at different levels of the system, from the district to the national level, in Zambia, including strong working relationships with government staffing working in strategic information and informatics.

• Excellent interpersonal, written and verbal communication skills.
• Sound problem solving and decision-making skills.
• Professional level of oral and written fluency in English language.
• Demonstrated knowledge of USAID’s objectives and Journey to Self-Reliance.
• Zambian work experience necessary; Zambia National preferred.
