Job Description
The Adolescent Program Officer will oversee the implementation of quality USAID SAFE adolescent/teen MOMs interventions and data collection for all Mentor Mother model sites and surrounding communities in Central and Copperbelt Provinces. S/he will also ensure the creation of linkages between USAID SAFE Mentor Mother sites and the USAID -DREAMS Initiative, provide technical assistance and supervision to all Team Leads and Mentor Mothers; and monitor and report on m2m services. This position will provide an integrated service platform management technical assistant to all MMs to enhance the achievement of the USAID SAFE PMTCT deliverables.
The position will be based in Ndola, Zambia, employed by m2m and seconded to the JSI-led USAID/PEPFAR SAFE project.
This position reports to the PMTCT Specialist based at USAID SAFE HQ in Lusaka, with a dotted line reporting to the USAID SAFE Regional Directors in Copperbelt Province (JSI-employed).
Description of Tasks / Key Performance Areas
Mentor Mother Site level Implementation
• Ensure the provision of services to AGYW/teen moms i.e. Psychosocial counselling, Adherence counselling HIV testing, DBS collection, Health Talks, linking of HIV+ to other services within the facility e.g. Clinical care, family planning.
• Facilitate the enrollment of HIV + Teen Moms into the M2M program in al the m2m sites
• Ensuring access of high impact services for Teen Moms
• Ensure that all Home visits conducted by MMs include AGYW/teen mom as a key focus area
• Facilitate the provision of teen mum friendly services by Mentor Mothers in all the sites
• Coordinate the referrals to high impact services for HIV- Teen Moms
• Conduct on-site capacity building of site staff and contribute to/co-facilitate in-service trainings.
Performance Monitoring and Improvement of MMs AGYW Program
• Conduct data informed site-level supervision and monitoring activities and monthly quality improvement and performance
• monitoring meetings at site level focusing on overall PMTCT cascade
• Monitor monthly facility and community-level data, compile and assess areas for quality/service improvement.
• Consolidate data and report to USAID/PEPFAR SAFE program and M&E teams and provincial/district
• Develop and implement geo-location improvement plans, roll-out interventions to promote continued service integration, quality and effectiveness (where needed)
• Liaise with Training and Capacity Building Manager and M&E team to assess and identify training needs, site performance and implement joint interventions as required
• Conduct on-site capacity building of regional and site staff on AGYW interventions/strategies
• Use site level performance data to inform strategic performance improvement activities
Provincial and District Engagement
• Produce monthly AGYW interventions progress reports
• Represent project in provincial and district coordinating forums including managing strategic relationships with Provincial and District Medical Offices including RMNCH/PMTCT counterparts at the private sector level, provincial/district Ministry of Health level, and other implementing partners/stakeholders
• Produce project/geo-location reports
• Contribute to provincial USAID/PEPFAR SAFE activities and perform other duties as assigned
Qualifications:
• Minimum of two years’ field experience in public health work with a focus on RMNCH, PMTCT, or HIV/AIDS programming, with supervisory experience preferred
• The applicant must have a University degree / diploma in any of the following fields: information technology, computer science
• Candidate who hold other qualifications but have experience in digital health will be considered
• Strong Adolescent Health experience with Monitoring and Evaluation experience an added advantage
• Knowledge of MOH M&E systems and tools
• Experience in on-site technical supervision using programmatic tools
• Experience working with the Provincial and district health systems including lay health care workers and peer educators preferable
• Experience in supporting use of electronic client management tools is preferred
• Experience working on USAID/PEPFAR programs preferred
• Experience of managing discrete budgets and reconciliation of accounts preferred
• Knowledge of basic human resource management; experience line managing staff preferred
• Experience working in a cross-functional project team
• Demonstrated experience with report writing and use of data for program improvements and decision making
• Experience in maintaining relationships with internal and external stakeholders at multiple levels
• Proficient in use of MS Office programs: Word, Excel, PowerPoint, Outlook
• Fluent in English and Bemba
