JSH is implementing the USAID Controlling HIV Epidemic for Key and Underserved Populations
(CHEKUPII) Activity which was awarded on September 13, 2022, with implementation through September 6, 2027. The Activity aims to support the Ministry of Health in mitigating against and attaining HIV epidemic control by increasing equitable access to, and use of person-centered, community-driven, and high-quality HIV prevention services for key and underserved (priority) populations. USAID CHEKUP II Activity operates in seven districts with the highest HIV-burden in Zambia. USAID CHEKUP II Activity seeks dynamic and highly experienced candidates to fill the following vacant positions.

13. POSITION NUMBER THIRTEEN

Position: Advisor, Quality Assurance/Quality Improvement
Location: Lusaka (1 Position)
Duration: Full-Time position
Reports to: HIV Technical Director – Key Populations

1. Role’s Purpose:
The Quality Assurance / Quality Improvement (QA/QI) Advisor will provide strategic direction and technical assistance for the integration of quality assurance and quality improvement strategies in the implementation of the CHEKUP II Activity. This role involves strengthening the system for continuous quality improvement of HIV services and enhancing the capacity of local health staff to monitor, assess, and improve quality of services.

2. Tasks and Responsibilities:
• Provide technical guidance in the design and implementation of QA/QI strategies and interventions for CHEKUP II Activities with emphasis on HIV prevention services, working closely with project field staff and partners.
• Develop and adapt QA/QI tools and guidelines to support effective implementation of the CHEKUP II Activity using standardized methodologies.
• Coordinate and participate in regular quality improvement meetings and activities at district and national levels.
• Carry out regular training and mentorship activities, and identify and appropriately address capacity building needs of project field staff and partners in QA/QI methodologies and tools to ensure high quality service delivery, and monitor application of knowledge/skills gained.
• Develop, review and/or adopt continuous quality improvement (CQI) capacity building materials and conduct periodic learning sessions and QA/QI meetings to promote a culture of CQI among project staff and partners.
• Work closely with the strategic information team to develop comprehensive QA/QI indicators; develop and utilize data systems to monitor, evaluate, and report data generated from QA/QI activities; • Promote the use of QA/QI data in program planning and decision-making.
• Coordinate documentation of all QA/QI-related activities and outcomes including compilation of routine QI reports; manageand disseminate results through various mechanisms, including but not limited to learning sessions, conferences, publications, technical briefs, and success stories.
• Ensure compliance with USAID and Ministry of Health's QA/QI standards and guidelines.
• Perform other duties as assigned.

3. Minimum Qualifications, Experience and Competencies
• Degree in Public Health, Health Services Administration, Development Studies or a related field.
• Past experience or qualification in QI methodology is desirable.
• At least 5 years of experience in implementing or providing technical assistance to QA/QI initiatives in public health programs, particularly HIV/AIDS.
• Demonstrated knowledge and skills in the design and use of QA/QI tools and methodologies and management of QI data and databases.
• Strong understanding of the Zambian health system and HIV/AIDS service delivery.
• Experience working with USAID or other donor-funded health projects is desirable.
• Strong training, coaching, and mentoring skills.
• Strong interpersonal and organizational skills, attention to detail.
• Excellent analytical, problem-solving, and decision-making skills.
• Excellent communication skills in English, both oral and written.
• Proficiency in Microsoft Office Suite; particularly Word, PowerPoint and Excel.
