Background
John Snow Health Limited (JSH), a public health organization dedicated to improving the provision of public health services in Zambia and the region, is recruiting for an Advisor, Priority Populations for the USAID-funded Controlling HIV Epidemic for Key and Underserved Populations (CHEKUP II). CHEKUP II aims to address the needs of people living with HIV (PLHIV) and those most at risk of acquiring HIV and contribute to HIV mitigation and epidemic control. In addition, the program seeks to improve the health outcomes of priority populations in the highest HIV-burden provinces of Zambia.
Position Description:
The Technical Advisor – DREAMS and OVC programming provides strategic and technical leadership for high-quality, evidence-based DREAMS and OVC programming and service delivery for targeted AGYW and OVCs in CHEK-UP II’s intervention districts. S/he informs the CHEKUP II’s social and structural change approaches to HIV prevention in the Project sites, as well as the appropriate combination of prevention and youth livelihoods strategies and interventions. S/he will have expertise in prevention activities for adolescents and youth, new prevention technologies, evidence-based implementation theory and methodologies, effective social and behavioural change (SBC), and biomedical approaches to HIV prevention.
This is a full-time position based in Lusaka, Zambia, supervised by the HIV Technical Director, Priority Populations.
Roles and Responsibilities:
• Provide strategic, technical and programmatic support to all Activity areas related to DREAMS and OVC programming in CHEKUP II implementation districts.
• Lead capacity development to other Project Staff on DREAMS and OVC programming in general.
• Lead the team in planning and providing technical assistance in implementing and monitoring DREAMS and OVC programmes in CHEKUP II districts.
• Work collaboratively with other project staff, facilitating policy dialogue and technical representation related to CHEKUP II’s DREAMS and OVC programmes.
• Ensure effective programme and project result-based management based on CHEKUP-II’s targets for DREAMS and OVC interventions
• Effectively manage relationships with the government and other partners.
• Support the timely and quality implementation of annual work plans for USAID CHEKUP II.
• Identify critical gaps in knowledge and understanding, and identify promising and innovative DREAMS and OVC-related approaches.
• Implement and adhere to JSH’s personnel, financial, operations and fraud management policies.
• Other duties as assigned by the Director – Priority Populations consistent with CHEKUP II’s objectives.
Requirements and Qualifications:
• Master’s degree in Public Health, Social Science, Health Sciences, Gender, Development Studies, or a related field.
• At least five years of progressive work experience with PEPFAR-funded AGYW, OVC and integrated HIV/AIDS programme in an INGO setup.
• Experience in Providing Technical Assistance to implementing partners
• In-depth understanding of PEPFAR/USAID DREAMS priorities, expectations for program results, outcomes, impact, and reporting.
• Hands-on experience in leading a recent large PEPFAR-funded DREAMS or OVC programme, an advantage
• Familiarity with OVC and DREAMS programming integration is highly preferred.
• Good facilitation/presentation skills.
• Experience in participatory action planning and engagement of stakeholders at national, district, and Community levels.
• Strong familiarity with PEPFAR and USAID policies, procedures, rules, regulations and reporting requirements.
• Good data analysis and report writing skills for donor reports, technical briefs and relevant documents.
• Experience using MS Windows and MS Office packages (Excel, Word, and Power Point).
Supervision and Reporting:
The Advisor – DREAMS and OVC programming will work under the guidance and supervision of the HIV Technical Director – Priority Populations.
