About ACHIEVE
Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) is a five-year, USAID-funded global cooperative agreement, which helps priority PEPFAR countries achieve and maintain HIV epidemic control among pregnant and breastfeeding women, infants, children, and youth. The two objectives of the project are to:
1) Attain and sustain HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/AIDS and prevent HIV transmission among these populations; and
2) Support the transition of prime funding and implementation to capable local partners to meet the PEPFAR goal of 70% of funding to local partners.
ACHIEVE supports programs in eight countries: Burundi, Dominican Republic, Namibia, Nigeria, Rwanda, South Sudan, Tanzania, and Zambia, along with a multi-country Faith & Community Initiative.
ACHIEVE is initiating a new activity in Zambia, working in partnership with the Ministry of Community Development and Social Services (MCDSS) to improve health and social services to vulnerable children and adolescents and their families. ACHIEVE will focus on providing technical assistance to MCDSS to improve the quality, monitoring, and coordination of services delivered through MCDSS community structures and other partners working to improve access to health and social protection services.
Summary of Role
ACHIEVE Zambia Project is seeking a consultant to conduct an advocacy landscape analysis and develop an Advocacy and Resource Mobilization Toolkit for MCDSS, which can be rolled out in the project’s implementing provinces and districts. The toolkit will be piloted with MCDSS in two selected implementing Districts. The consultant will work closely with ACHIEVE and MCDSS to gather information to inform the development of the materials, develop specific deliverables, and provide coaching and mentorship to ACHIEVE throughout the pilot and initial implementation process. Specific tasks and deliverables are outlined below.
Duties and Responsibilities
This activity aims to develop an ACHIEVE Advocacy and Resource Mobilization Toolkit for MCDSS and local ACHIEVE implementing partners. The toolkit would aim to support the development of approaches to successfully advocate and mobilize resources for VCA programs in Zambia. Activities may include:
• Landscape analysis, including a review of existing platforms and opportunities;
• Development of recommendations for MCDSS advocacy strategy;
• Development of private and NGO sector partnership strategy;
• Tools for engagement such as templates for funding proposals, fundraising approaches, and tools for leveraging private sector partnerships;
• Tools for capacity development on advocacy at national and subnational levels.
The consultancy will yield an Advocacy Resource Mobilization Toolkit and training materials for MCDSS, which can be adapted to MCDSS’s impact areas (social protection, health, livelihood, etc.). It could include sector-specific modules to support capacity development for MCDSS lower-level structures and local partners that the ministry works with across the Impact Areas. The toolkit will be aligned with relevant Government of Zambia planning and budgeting processes, policies, and procedures.
