Position Details
Location: Lusaka, Zambia
Length of Contract: 12 months subject to renewal
Line Manager: Head of Programs
Direct Reports: Advocacy and Youth Engagement Unit (Approximately 6 staff)
Expected Travel: National Travels will be required (Approximately 20%) Including to remote districts
Purpose
The Advocacy and Youth Engagement Manager (AYEM) will oversee Copper Rose Zambia Advocacy and Youth Engagement Unit. Reporting to the Head of Programs, the AYEM will ensure that current and future Advocacy and Youth programming are designed and implemented most appropriately to the Zambian context and to meet CRZ and donor standards. Further, the AYEM will be responsible for ensuring effective coordination with other actors, monitoring and evaluation, and quality assurance of CRZ’s Advocacy and Youth portfolio in the provinces where CRZ is operating. AYEM will ensure leveraging and alignment with other advocacy and youth programs in Zambia and will work with CRZ technical support teams. S/he will be responsible for contributing to program design and development; technical support to interventions; measurement, research and documentation; representation and partnership development, proposal and resource development; and training, mentoring and organisational learning for implementing advocacy and youth program partners. Finally, the AYEM will be responsible for the development of a strong and sustainable advocacy and youth portfolio of CRZ by coordinating and leading the business development activities. In order to be successful in this role, you will need to have prior experience in both program management, business development and team management.
Responsibilities
Delivery of quality program (60%)
• Organising programs and activities in accordance with the mission and goals of the organisation.
• Developing new programs to support the strategic direction of the organisation.
• Responsible for the development, implementation and oversight of activities in their work plans.
• Supports project officers in designing and implementation of targeted and evidence-based strategies and interventions.
• Working with M&E officers in developing an evaluation method to assess program strengths and identify areas for improvement.
• Assists the project officers in planning the implementation of activities as per the approved work plans and budgets.
• Writing program funding proposals to guarantee uninterrupted delivery of services.
• Managing a team with a diverse array of talents and responsibilities.
• Implementing and managing changes and interventions to ensure project goals are achieved.
• Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
• Identify opportunities to collaborate with other organisations and leverage resources.
• Producing accurate and timely reporting of program status throughout its life cycle.
• Develops technical papers, presentations and reports to document key achievements, best practices, and lessons learned to share with donors and relevant stakeholders.
• Participating in the organisation development and review processes of the strategic plan and making sure it aligns with the Unit.
• May be occasionally be required to work on weekends and/or public holidays for which time of in lieu will be granted.
Business Development (25%)
• Coordinates and Supports grant development strategies; from identifying new opportunities, development of proposal calendars and tracking lists, including compilation of various components of proposals, reviewing of technical inputs from project leads, and quality controlling the entire proposal document.
• Manages of proposal workflow, including management of senior level staff to ensure adherence to timelines are adhered to and relevant reviews approved prior to submission.
• Supports the development of logic models, proposal outlines and assisting with editing and writing documents to a very high standard.
• Reviews draft proposals, budgets, and supporting materials against requirements to ensure all guidelines are followed and all materials are in appropriate formats and files.
• Manages and maintains supporting documentation and provides editing to ensure consistent and professional formatting of all materials (e.g., job descriptions and CVs).
• Periodic review of the CRZ funding portfolio and assess risks or success in the funding pipeline.
• Supports development of business plans, fundraising and implementation of revenue generating activities in close liaison with the Finance department.
• Pursues partnership opportunities with private sector partners with a view to securing Public Private Partnerships to leverage donor funding.
Management of project funds (10%)
• Develop quarterly/annually financial plans.
• Monitor/track activity funds as against planned and approved activity budget lines.
• Ensure that all requisitions and retirements are appropriately authorised and all expenditures backed up with the required support documentation.
• Prepare funds requisitions, with an understanding of current budget position.
• Ensure Accountability for financial management for the Projects.
Capacity Building (5%)
• Support the development of capacity building plans for Advocacy and Youth programming partners and grantees.
• Provide regular coaching on technical and programme management skills to the senior Youth partner field personnel.
• Act as a mentor and role model for less experienced staff.
Qualifications Required for Effective Performance
Education: Minimum of a master’s degree (or significant practical experience) in social sciences, international development, Business Studies or other relevant fields.
Work Experience: At least 4 to 5 years of experience in youth-centered programming and business development. International work experience will be an added advantage.
Skills and Abilities:
• Experience of remote managing programmes in complex settings.
• Experience of, and commitment to, working through systems of community participation and accountability.
• Ability to analyse information, evaluate options and to think and plan strategically.
• Ability to write clear and well-argued assessment and project reports.
• A team player who is able to work collaboratively and with people of diverse backgrounds.
• S/he will have exceptional relationship building skills and an ability to work
collaboratively and effectively in cross-cultural settings with numerous
stakeholders.
• Politically and culturally sensitive with qualities of patience, tact and diplomacy.
• Competency in Microsoft applications including Word, Excel, and Outlook.
