The Zambia Red Cross Society (ZRCS) is a Humanitarian Organization established in 1966 by an Act of Parliament CAP 307 of the laws of Zambia as an auxiliary institution that augments government efforts in humanitarian assistance. ZRCS is part of the International Red Cross movement known as International Federation of the Red Cross and Red Crescent Societies (IFRC). In line with its mandate, ZRCS works with various actors in collaboration with Government of Zambia in responding to both man-made and natural disasters. Job Summary
The Assistant Monitoring and Evaluation Officer (AM&EO) will be responsible for the design, coordination and implementation of the monitoring and evaluation, and reporting framework of ECHO Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing teams, particularly in relation to monitoring, evaluation and reporting issues. He/She will be responsible for Development and management of database for project development, resource distribution, beneficiaries and project impact; analyze and discuss emerging issues from progress and evaluation reports and coordinate the development; monitor and follow up of action plans for the recommendations. He/She shall Develop the overall framework and calendar (PMER guidelines and procedures), for project Monitoring and Evaluation activities, project progress reports, mid-term and final evaluations
Requirements
University degree in statistics, demographics, public policy, international development, economics, or related field. Diploma or and Advanced certificate in M&E, statistics or economics preferred.
Experience:
• Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of NGOs.
• Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
• Experience in designing and managing beneficiary monitoring and database systems.
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
• Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
• Experience in planning and managing surveys.
• Experience in developing and refining data collection tools.
• Experience with data quality assessments and oversight.
• Experience in Data analysis and management
Desired Competencies and Skills
• Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
• Familiarity with impact assessment
• Good moderation, facilitation and training skills.
• Excellent analytical skills.
• Good computer applications skills.
• Ability to use advanvanced data analysis tools (SPSS,STATA, R)
• Ability to deal with people with tact and diplomacy.
• Ability to work independently with a minimum of supervision.
• Ability to work under time pressure and meet deadlines.
• Ability to work in diversified environments.
