JOB DETAILS:
Brilliance Executive Management Consultancy Limited (BEMCONSULT) has been engaged by Joint Country Programme (JCP) to assist in the identification and recruitment of qualified and competent professionals in the NGO sector. This position will be based at the Provincial Office in Luapula (Mansa).

Organisation Background
The Joint Country Programme (JCP) is a duo of organisations consisting of Dan Church Aid (DCA) and Norwegian Church Aid (NCA), and was created in 2011 for purposes of working together within the ACT Alliance to: create synergy and positive sustainable development in the lives of the poor and marginalised people in the target communities of Zambia, but also to reduce costs and increase efficiency and effectiveness.
Job Purpose
The Base Manager (BM) will oversee the office management and hence support the successful implementation of GBV projects implemented across Luapula province, based out of Mansa. Working closely with the Project Manager in Mansa, the Programme Manager, Finance Manager and Operations Manager in Lusaka, the BM and team will ensure that project activities are implemented in coordinated partnership with the donor and local partners and in coordination with relevant technical and local authority stakeholders and in compliance with donor rules and regulations.

Summary of Key Responsibilities;
• Line management of support staff including security, finance, human resources, administration, procurement, IT, logistics, and service staff.
• Ensure compliance with and adherence to NCA/JCP policies, guidance and national handbook, operations manual and donor/auditor requirements.
• Responsible for implementation of new NCA/JCP procedures, guidelines, and tools in Mansa with regards to operations.
• Together with the support of HR focal point, ensure onboarding of new employees is properly conducted in good time.
• Design and oversee the management of a file management and archiving system including personnel files and correspondence.
• Carry out inventory on all the vehicles and record the missing items, document the status of the vehicle. Together with the Procurement & Logistics Officer ensure the procurement tracker is updated and shared with all requestors every Friday. Base manager will be the focal point for security in Mansa.
• Provide line management including approving their leave and expenses and leading the Performance Development Review (PDR) process.
• Represent NCA before local authorities and coordination bodies in the areas of operations.
• Contribute to analysis of the local context, to anticipate future needs and plan future programming accordingly.
• Monitor staff performance and conduct to ensure compliance with job requirements and NCA policies and values (including Code of Conduct and global standards) in areas of operations.
• Carry out other activities as requested by the Operations Manager.

Qualifications and Experience
• A Master's Degree in Business Management; Operations; Procurement and Logistics; Supply Chain Management; or other related fields from a recognized University or Bachelor's Degree with 10-year relevant experience.
• Must have 6 years' experience in a similar role from an International or National NGO or other reputable organization.
• Proven previous experience Managing Operations in Development or Emergency Projects.
• Experience in developing and facilitating training for support service staff.
• High integrity and willingness to conduct transparently and open to scrutiny
• Must be a good problem solver, analytical, creative, and innovative.
• Good Communication Skills - English (fluent)
• Willingness to live and be based in Mansa
• Fluency in Bemba will be a plus
