Job Description

PATH is seeking a Business Official (Project Administrator) for an anticipated five-year HIV prevention program in Zambia. The program will support the Zambian Ministry of Health (MOH) to achieve and sustain gains made in HIV prevention by supporting direct service delivery (DSD) in the Eastern, Lusaka, Western, and Southern provinces for comprehensive, quality, integrated HIV prevention services targeting key populations (KP) and adolescents and young persons (AYP), including supporting the Determined, Resilient, Empowered, AIDS-free, Mentored and Safe program (DREAMS), HIV testing services (HTS), linkage to prevention services, and health systems strengthening support to Zambian stakeholders.
The business official will be responsible for all project financial, contractual, administrative and compliance requirements. He/she will manage project finance, operations, and administration staff; oversee day-to-day management of sub-awardees, vendors, and contractors; support the project team in developing a realistic project plan; analyze technical adjustments for cost implications; and ensure budget alignment with the technical project team. The Business Official will serve on the project senior management team (SMT) and will report to the Principal Investigator/Project Director with a dotted line to the PATH Zambia Finance and Operations Director. This position will be based in PATH Zambia’s office in Lusaka, Zambia.

Key responsibilities include but are not limited to:
• Manage all financial and operational aspects of the project, including monitoring expenses against CDC and annual budgets, monitoring labor spending against approved budgets, reviewing general ledger transactions for appropriateness and accuracy, and correcting budget and coding issues in a timely manner.
• Oversee business operations and related project staff for all project activities, including procurement, grants, logistics, human resources, accounting and finance, and reporting.
• Monitor expenses and budgets, implement financial tracking systems, and conduct financial analyses on expenditures, documenting and monitoring overall performance, analyzing trends, and identifying gaps to ensure sound project management.
• Lead annual budget development process and revise overall and sub-budgets as needed throughout the work plan year.
• Ensure timely submission of administrative and financial reports.
• Implement fraud mitigation practices and ensure systems and processes are executed effectively to support successful implementation of the award.
• Work with project staff to ensure compliance with CDC and PATH requirements.
• Represent the project externally to CDC, collaborators, partners, and the donor community, as requested.
• Act as a liaison between the project team and PATH shared services groups, including Accounting, the Office of Grants and Contracts, Procurement, Legal, and Human Resources.
• Liaise with CDC on contractual and financial issues, as needed.
Required Experience

Core competencies/required skills:
• Master’s degree in business administration, finance, accounting, or a related field. Equivalent experience will be considered in place of a Master’s degree.
• At least Seven years of experience in finance.
• Experience directly supervising staff in a project management context.
• Demonstrated experience with financial and administrative management of USG-funded projects; experience with CDC and PEPFAR grants and contracts desired.
• Extensive knowledge of implementing and using project management systems, as well as project reporting and risk management tools; demonstrated project management skills or Project Management Professional (PMP) certification desired.
• Advanced computer skills, including MS Word, Excel, PowerPoint.
• Strong interpersonal skills including negotiation and conflict management.
• Excellent oral and written communication skills in English required; basic understanding of Zambian local languages preferred.

Must have legal authorization to work in Zambia.
