Organisational Capacity Assessment On CCMG and Its Network Partners Terms of Reference (TORs)
1. Background and Introduction
Diakonia is a joint development organization of the Uniting Church in Sweden and the Swedish Alliance Mission. The organisation has been in existence since 1966 with the head office located in Sweden. Diakonia has regional offices in Africa, Asia, the Middle East/North Africa and Latin America, as well as local offices in most of the 28 countries where Diakonia has partner organisations. Diakonia's mission and overall goal is to change unfair structures - political, economic, social and cultural - that generate poverty and inequality, as well as oppression and violence. Diakonia works with individuals, local partner organizations and other actors to fulfil the right to a life in dignity for all people, regardless of their age, class, disability, ethnicity, gender, nationality, political conviction, religion or sexual orientation and identity. In Zambia, the organisation has been operational since 2003 working with various Civil Society Organisations in the areas of Democracy, Human Rights and Gender Justice.

Caritas Zambia is a Faith Based Organization that serves as one of the seven departments of the Catholic Secretariat in Zambia. The Catholic Secretariat is a mechanism that supports the work of the Zambia Conference of Catholic Bishops (ZCCB), formally Zambia Episcopal Conference (ZEC). Caritas Zambia hosts the Christian Churches Monitoring Group (CCMG). CCMG is a consortium of four faith-based organisations (Zambia Conference of Catholic Bishops-ZCCB through Caritas Zambia (co-applicant), Council of Churches in Zambia-CCZ, Jesuit Centre for Theological Reflection-JCTR and Evangelical Fellowship of Zambia-EFZ), through which the elections project will be implemented

In December 2020, Diakonia and Caritas Zambia submitted a proposal to the Delegation of the European Union (EU) to Zambia and COMESA in Lusaka, which was subsequently funded for a One (1) year election monitoring and observations project for the 2021 Zambia Presidential and general election. The project is being implemented in all Ten (10) provinces of Zambia and across 156 Constituencies. This elections project seeks to contribute to promoting transparency and accountability of the electoral and political processes as well as the integrity of the 2021 elections in Zambia. With the overall objective of enhancing the credibility and acceptance of election results, the project will mobilize and build the capacity of election monitors (men, women and youths) to monitor various electoral processes, mobilize key stakeholders and facilitate dialogue around the 2021 general elections. It will further seek to publicize election information as well as PVT results post elections

2. Purpose of the Assessment
The purpose of the Organisational Capacity Assessment (OCA) is to establish CCMG and its four network members' (ZCCB, OCZ, EFZ and JCTR) strengths and gaps in management systems, structures, processes, and people in relation to their capacity to effectively implement the facilitating engagement in electoral processes and monitoring project successfully and deliver on agreed results.

3. Methodology
Caritas Zambia and Diakonia Zambia invites Consultants to submit a proposal detailing the methodology to be applied in conducting the organisational capacity assessments for OCMG and its network members. On review and approval of the methodology, the TORs will be updated to reflect the agreed methodology and deliverables before contracting. However, some of the key activities should include:
i) A literature review of Diakonia and the partner organisations documentation e.g. partner's strategies, programme proposal, Baseline study for the program, partner's progress reports, Diakonia's mainstreaming toolkits, organisational policies, manuals & governance documents.
ii) Review the institutional capacity, organizational set-up, financial and administrative systems against the Caritas Zambia mandate and the identified strategic objectives and key result areas; and make recommendations, if any
iii) Adopt a combination of participatory tools and methodologies (eg, desk research, self-assessment, SWOT, stakeholder analysis, interview with key stakeholders) and group
iv) Facilitation techniques to promote participation and buy-in of the Capacity Assessment
v) Undertake interviews, Focus Group Discussions with key stakeholders such as American Embassy, ECZ, EU, Zambia Human Rights commission, UKAID, SIDA and NDI.

4. Requirements and Qualifications
The following qualifications will be considered:
• A Master’s degree and 7 years’ relevant work experience in providing Organizational Capacity Assessment and Development services to organizations.
• At least 7 years' experience in the development field working with CSOs and preferably good knowledge and experience on institutional strengthening of national and international organizations (young, mid-level, and established)
• An in-depth understanding of the social, economic, and cultural context in which national CSOs work
• At least 7 years' experience in conducting Organisational Capacity Assessments for civil society organizations.
• Excellent analytical, writing and communication skills.
• Strong facilitation, interpersonal skills, and the ability to communicate and work well with diverse people.
• Ability to work on demanding deadlines.
• Ability to deliver on time
• A good understanding of the electoral process and election monitoring in Zambia
