CALL FOR PROPOSALS FOR THE PRODUCTION AND AIRING OF RADIO PROGRAMS
1. INTRODUCTION
The Non-governmental Gender Organisations’ Coordinating Council (NGOCC), an umbrella organization for Non-Governmental, Faith Based and Community Based Organisations in Zambia, has been active in championing women’s empowerment and gender equality. In its over 38 years of existence, NGOCC has grown to be the focal point of the women’s movement in Zambia with a total membership of 111 as at the end of 2022 who are spread across the 10 provinces of Zambia covering 68 districts
1.1 BACKGROUND
The is a call for proposals for radio stations to produce and air radio programs on the “Beyond the Numbers: Making the Budget work for the people” action. Oxfam in Southern Africa (Zambia Country Office), with the Zambia Council for Social Development (ZCSD) and the Non-governmental Gender Organizations Coordinating Council (NGOCC), with support from the European Union (EU), are coco-implementing project to strengthen citizen engagement in the formulation and oversight processes of the Zambian National Budget. The four-year project is based on a background of poor service delivery and lacking social accountability systems to hold duty bearers to account for Public Resource Management, perpetuated by a lack of public awareness and inclusion in critical budget formulation and oversight processes.
2. OBJECTIVES OF THE ACTION
The overall objective of this project is to promote greater accountability and better public service delivery through increased capacity and engagement of citizens and civil society in the formulation, enactment, implementation, and oversight of Zambia’s national budget.
2.1 The Specific Objectives (SOs)
The Specific objectives of the project are to:
a. Generate interest and increase access and understanding of citizens and citizen groups (Community budget Groups) on the significance of budget formulation and implementation.
b. Enhance capacity of Civil Society Actors in budget analysis, tracking and oversight; and
c. Support Civil Society Actors to make the budget socially accountable and ensure that it responds to the communities’ needs and input.
3. OUTPUTS AND KEY ACTIVITIES OF THIS CALL
Radio stations in the project areas are expected to produce and air a thirteen (13) series live radio programs. The hour long, studio based, and interactive programs should be produced in such a way that that they will help to raise awareness on the budget planning process, budget execution and implementation and citizen’s involvement in the national budgeting process. The Project will run for a period of Eight (08) months from October 2023 to May 2024.
4. LOCATION OF THE ACTION
The Action is targeting 5 districts namely:
1. Monze
2. Mpika
3. Rufunsa
4. Mufulira
5. Lusaka
5. TARGET GROUP(S) AND BENEFICIARIES
The call is targeted at radio stations in the project areas or stations that have reach in these areas. However, as per project expectations the programs should be innovative and involve a wide array of stakeholders including; the diverse groups of traditional leaders, community members, religious leaders, local academia and Civil Society Organisations (CSOs) who can speak to citizen engagement in the budget process.
6. REQUIREMENTS
*Note that the financial plan should include costs such as airtime, production, transport refunds for discussants

Further, be informed that the OXFAM through the European Union (EU) fund will NOT support construction, purchase of office space, payment for subscription/affiliation fees and any statutory obligations like NAPSA, PAYE or ZRA among others.
