Project Title: Scaling up Low-Cost ECD (Early childhood Development) Services and Capacity Building of Parents in Tea Companies and Cooperatives

Each project is therefore conceived as a tool to promote such awareness in all the subjects involved and contains a requirement to communicate and share, and has an impact capable of generating positive change.
Method: AVSI Foundation works towards development that is sustainable and capable of responding to the real needs of people. To this end, it works hard on projects focused on the challenge of education, in which the individual is accompanied and becomes the central character of their own development, and invests a lot of energy in promoting organizations within civil society.
AVSI in Rwanda: AVSI started working in Rwanda since 1994, focusing on the emergency response before shifting later on to long-term development programs. Currently, AVSI is implementing a program aiming to improve living conditions and protection of orphans and vulnerable children in their families and communities. AVSI Rwanda implements its projects using a community-based approach PACOME, which is the Partnership between Parents/ Families, Community and Schools (Parents, Communauté, Ecole).
AVSI interventions in Rwanda contribute to the 3 pillars defined in the Rwanda transformation strategy 2017-2024: Economic, social and Governance. Thereby, AVSI defines tree technical strategies: socio-educational, family economic empowerment, child protection&fight against Gender-Based Violence.
Context: Currently AVSI gets two years grant award from UNICEF to scale up Low-Cost ECD (Early childhood Development) Services in 8 Districts and Capacity Building of caregivers in providing Care for Child Development to children in selected tea plantations areas and supporting the establishment of child-friendly workplaces.
The project will contribute to bridge the gaps between the actual situation wherein Rwanda, only 15% of potential ECD (Early childhood Development) children have access to ECD (Early childhood Development) services while the National objective is to increase the child access to quality ECD (Early childhood Development) services to 45% by 2024.
AVSI will use of its approach PACOME to scale up Low-cost ECD (Early childhood Development) centres in 8 Districts: Gatsibo, Gicumbi, Nyagatare, Nyaruguru, Nyamagabe, Karongi, Nyamasheke and Rusizi districts
a. and will do capacity building on child rights and stunting in Nyaruguru, Nyamagabe, Karongi, Nyamasheke, Rusizi and Rubavu districts.
The needed capacity building field officers will be based in 8 Districts mobilizing the community members, leaders to support ECD (Early childhood Development) activities and create linkages between the community and social & health services.
Position details:
AVSI wishes to recruit 6 Capacity building officers:
Location: One in each of Nyagatare, Nyaruguru, Nyamagabe, Karongi, Nyamasheke and Rusizi Districts
Duration: 24 months –on one-year renewable contract
Expected Start Date: August 2018

Roles and responsibilities of the capacity building field officers

  • Support the implementation of the program in a specific area of work
  • Mobilize the community to actively support the establishment of ECD (Early childhood Development) at community level and integrate WASH and nutrition services
  • Provide trainings to community actors including parents, caregivers on positive parenting, child psychology, child nutrition, health and hygiene, Child Rights, Child protection, ECD (Early childhood Development) management
  • Facilitate linkages with health, social and protective services and monitor everyday project activities
  • Maintain active dialogue with local authorities, local organizations, and a wide range of service providers to foster collaboration, build capacity for quality service delivery, and solicit feedback to make regular improvements in the area of early childhood development and stunting reduction
  • Develop excellent working relationships with diverse stakeholders and comprehensive knowledge of other development programs and services to promote synergies
  • Develop referral pathway and support networks of interveners at a community level
  • Produce analysis reports on the area of responsibility and share it with the team
    Qualifications
    Education:
  • Have a university level in Social Sciences, education, nutrition or other related fields
    Required experience:
  • A minimum of 3 years working experience in the social protection field with focus on OVC programs
  • Proven training, mentoring and facilitation skills
  • Experience working with and through local systems and structures (including health, protective and social) to promote synergies and integration
  • Demonstrable ability in team working
  • Notable experience working in a project target area and being able to live and work in the project targeted District
    Computer Skills:
  • Excellent computer skills, including MS Word, Excel, PowerPoint, and MS Outlook.
    Language capabilities and other required skills:
  • Fluency in oral and written English, French, and Kinyarwanda.
  • Excellent understanding of OVC approaches and existing community initiatives
  • Proven experience in implementing family-centered programming for deprived and vulnerable children
  • Basic knowledge of project Monitoring and Evaluation tools and methods
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations and local government to promote learning and synergies
  • Excellent communicator with demonstrated experience in communicating to diverse stakeholders, including government officials at district, sector, and cell levels.
