PSI in partnership with its local affiliate Society for Family Health Zambia seeks a seasoned Chief of Party (COP) to lead the management, coordination, and reporting of all activities under an anticipated $50M 5-year USAID/PEPFAR-funded project in Zambia. The project will support HIV Prevention activities for key populations in Zambia.
The COP should have significant leadership including local board management, people and operational management, and international development experience; a demonstrated track record in successfully managing government, donor, and HIV stakeholder community engagement and relationship building; experience with key population programming, a commitment to capacity building and mentorship; and experience successfully conducting and implementing USAID-funded projects of similar size and scope. Your primary responsibility will be to ensure that the activity produces the results specified in annual work plans, to the required standard of quality and within the specified constraints of time and cost. The COP will act as the main point of contact with USAID and other stakeholders involved in program implementation. The COP will also ensure that the program is represented in national technical, policy, and planning forums with USAID/PEPFAR, the Government of Zambia, key HIV stakeholders, and the local board. This position will be based in Lusaka, Zambia. .

Your contribution
• Lead the implementation and monitoring of the USAID/PEPFAR HIV Prevention, Key Population Activity.
• Oversee a management team in the main project office, as well as key teams across other regions in Zambia.
• Lead program planning, design and management, coordination and communication, and reporting with sub-partners.
• Build relationships and collaboration among partners.
• Technical and organizational capacity building.
• Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, and Zambian government entities at all levels.
• Serve as the focal point for engaging in dialogue with the Government of Zambia at both the central and decentralized levels, in conjunction with donors on key issues relevant to the USAID/PEPFAR HIV Prevention Activity.
• Serve as the main point of contact/representative for the project to USAID/PEPFAR.
• Ensure the effective use and coordination of USAID/PEPFAR resources and the compliance of the financial systems and controls with US Government standards.
• Oversee quality assurance of program activities and services and data quality, implementation of monitoring and evaluation plans in line with PEPFAR MER 2.5.
• Ensure high-quality reporting in line with USAID/PEPFAR requirements.
• Support the local board to ensure risk mitigation and compliance throughout project implementation.

What are we looking for?
The basics
• Master’s degree or higher in Public Health, Business Administration, International Development or a related field;
• At least 10 years of senior public health project management experience with large-scale projects;
• Experience leading PEPFAR funded, HIV prevention, care, and treatment projects in sub-Saharan Africa, experience in HIV prevention and key populations programming preferred;
• Proven leadership experience galvanizing government support and buy-in and working collaboratively with high-level stakeholders including local boards;
• A minimum of 5 years’ experience demonstrating management and supervisory capabilities in leading large teams and projects of similar scope, including financial and human resource management skills;
• Recognized expertise in HIV prevention, care, and treatment, biomedical interventions and clinical services at community and facility levels;
• Experience managing subawards and/or community based organizations
• Knowledge of and understanding of Zambian national stakeholders, technical working groups and fora, and local context a plus;
• Working knowledge of and experience with USG funded activity management, policies and procedures;
• References will be required.
• The successful candidate will be required to pass a background check.
