Job Description
Project Concern Zambia (PCZ), an affiliate of Project Concern International (PCI), is recruiting for a Chief of Party (COP) to lead a multi-million-dollar five-year CDC-funded project. The COP directs all aspects of the Improving HIV Prevention, Care and Treatment Outcomes Among Faith Communities project and ensures that the goals and objectives of the project are fulfilled. The COP must provide vision, strategic leadership, management guidance, and oversight for successful execution. S/he is primary representative of the project to the faith communities in Zambia and the donor and is responsible for compliance with reporting requirements, sound management of resources and the overall quality of the project. The COP will maintain excellent working relationships with internal and external stakeholders and partners in Zambia and abroad. The position will be based in the PCZ Office in Lusaka with frequent travel to program areas.
This is a full-time position contingent on funding. The anticipated start date will be October 2020. .
Major Responsibilities:
Project Management
• Lead the process of strategic planning and establishment of quality standards for project management and implementation
• Manage the overall budget and monitors the effective use of project funds
• Lead the development of annual work plans and programmatic reviews to ensure progress aligns with strategic objectives and project commitments
• Conduct periodic field visits to local faith partners, and affiliated Ministry of Health (MOH) primary care facilities and keep abreast of key issues associated with overall project efficiency and effectiveness
Representation and Coordination
• Maintain and strengthens key working relationships with the PCZ team, implementing faith partners, CDC, MOH, NGO counterparts and other national and international stakeholders
• Ensure that roles and responsibilities of technical partners are clearly defined and upheld
Staff Development and Supervision
• Supervise the entire project team
• Clarify, communicate and monitor staff performance standards and expectations
• Develop organizational structure and staff positions as needed to meet the growing scale and specializations of the project
• Contribute to organizational and project level plans for staff training and development

Qualifications:
• Master’s Degree in Public Health or Advanced Degree in Health Science
• Minimum of 12 years of professional experience, with 5 years of experience managing complex US government funded health or development projects, with technical expertise in HIV/AIDS prevention and care preferred
• Experience overseeing large budgets and collaborating with multi-partner consortiums
• Knowledge of financial and human resources management, contracts, information and general administration in the context of project management
• Ability to lead teams effectively, coach and mentor staff, and rapidly resolve conflicts
• Excellent communications skills, both written and verbal
