Job Description
The role of the Chief of Party based in Lusaka, Zambia is to successfully start-up and manage a new $45M CAD multi-country (Zambia, Uganda and Kenya) Adolescent Sexual and Reproductive Health and Rights (ASRHR) project managed by CARE Canada. This position requires a solid understanding of bilateral donor policies and compliance, excellent program management skills and a deep desire to support and nurture youth-led programming and feminist partnership principles. The Chief of Party will work closely with CARE Canada’s Global Health team and coordinate the work of the Program Management Unit (PMU) made up of specialist staff from the region, as well as representatives from each CARE Country Office and partner organization. .
RESPONSIBILITIES INCLUDE
1. Strategic management and leadership (30%)
• Lead the planning and implementation of the program, overseeing all aspects (programmatic, financial, administrative, personnel management).
• Set-up and coordinate the project oversight bodies (project steering committee and youth advisory board).
• Ensure that all program interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information.
• Ensure that program resources are used efficiently, effectively, and transparently towards meeting program objectives.
• Organize regular PMU meetings with project staff to follow program progress and recommend as required corrective measures to address problem areas.
• Support the programmatic relationship with the donor to ensure that the CARE Canada Program Manager has up to date and timely information and manages donor visits as required.
• Lead the public engagement activities in the region, working closely with the Program Manager at CARE Canada to manage program launch, project press releases, documentation of success stories and dissemination of results in coordination with CARE Canada’s PE team and project partners.
• In collaboration with finance staff, prepare annual budgets based on donor approved project contracts and ensure compliance with donor requirements.
• Ensure appropriate utilization of fund codes for charging budget expenditures.
• Monitor monthly budget burn rates and adjust where required.
2. Staff supervision and talent management (20%)
• Provide ongoing supervision, leadership, support, guidance, and mentorship directly to project staff reporting to the CoP (Regional MEAL, GE& Inclusion and Finance Manager).
• Ensure consultative and coordination approach, through matrix management, with CARE Country Office and partner project staff.
• Ensure that all project staff have appropriate individual operational plans linked to program priorities.
• Support national staff development in line with CARE and the project objectives so that national staff are increasingly taking decisions, and in management roles, with the aim to transition the CoP role.
• Complete all required performance management activities including performance planning, monitoring, and annual performance appraisals in coordination with CARE Country Office processes and systems.
• Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.
• Create an environment within CARE’s workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).
• Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.
3. Oversee program monitoring, evaluation, and reporting (20%)
• Participate in the design and implementation of program policies and procedures as well as RBM monitoring and evaluation plan to ensure that the project will meet its objectives and expected results as consistent with CARE and donor policies and procedures.
• Oversee effective implementation of MEAL plan to collect baseline, and routine monitoring data to track program performance and support decision making.
• Plan and conduct quarterly and annual project and program review meetings to assess progress, adjust plans, and draw/disseminate lessons learned.
• Plan and conduct program mid-term and final evaluations.
• Respond and acts upon internal audit recommendations.
• Coordinate donor reporting and ensure submission of comprehensive and high-quality project reports, and the timely submission and approval of financial and narrative reports by CARE Canada to the donor.
4. Networking, Learning and Representation (20%)
• Establish and maintain formal and informal communication mechanisms with government, community, partners, and other stakeholders.
• Participate in government coordination meetings held at regional level.
• Liaise with CUSA Health Equity and Rights team to ensure alignment with ASRHR best practices, manage technical inputs and link with CARE’s advocacy efforts.
• Lead in documenting and coordinating information dissemination activities that share project achievements and results with the aim of influencing decision and policymakers.
• Prepare and deliver formal presentations to stakeholders about program progress, challenges, learning and adjustments.
• Represent the project with the donor as requested by CARE Canada Global Health Program Manager.
• Represent the project in CARE ECSA Regional Leadership Forums.
5. Perform other duties as required (10%)
• Maintain strategic partnerships with NGOs and Governments that directly or indirectly work on gender equality and women empowerment issues.
6. Safety and Security:

WHAT YOU OFFER / ABOUT YOU
• Minimum MA/MSC in international development, or public health or significant (greater than 10 years) experience in managing international development portfolios of similar size and scope.
• At least 7 years of experience in global health/SRHR programming of which 4 must have been in a management position
• Demonstrated program management experience with projects of similar size (20M+ CAD) and complexity
• Demonstrated success with staff supervision and development
• Excellent verbal and written communication skills in English
• Proficiency in standard office software packages
• Excellent interpersonal skills
• Firm belief in and demonstrated commitment to gender equality and diversity
• Experience working in the global south
• A minimum of 3 – 5 years managing for results using RBM tools
• Excellent written communication skills and the ability to convey complex programming to a range of audiences
• Experience working across cultures to build trust and effective relationship
• Comfort delivering presentations and speaking to a range of audiences
• Experience in applying rights-based and gender transformative approaches to programming
• Knowledge of contracting with Global Affairs Canada and its current development priorities, policies, and development tools
• Expertise in developing and managing budgets
• Expertise in one or more of the following programming areas: gender, public health, adolescent health rights, health system strengthening

Location: Lusaka, Zambia
Expected percentage of time traveling: 30% when regional travel possible
WHAT WOULD MAKE YOU EXTRAORDINARY
