JOB DETAILS:
We are seeking a Chief of Party for the upcoming USAID/Zambia District Governance Strengthening program.
Project Goal: The purpose of this program is to help Zambia build up a local system of governance capable of responsive service delivery to drive USAID results and advance Zambian self-reliance. With over 100 years of experience and more than 12,000 local government practitioners at the ready within our membership, ICMA is well-positioned to provide technical expertise and build capacity at the sub-national level. .

Responsibilities:
The Chief of Party will be responsible for the overall technical and managerial leadership of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the procurement. This individual will
• be the key liaison with USAID, the Government of Zambia, and all other counterparts and implementing organizations involved with all key aspects of this project;
• identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments and
• offer solutions to complex governance challenges in Zambia.

Qualifications:
• S/he will have at least 10 years of experience in the management and implementation of local government and/or service delivery programs, democratic local governance and decentralization programs, and knowledge of local government strengthening, public administration, and citizen participation issues.
• S/he will be fluent in English (spoken, written and reading).
• S/he will have demonstrated the ability to work with cooperating partners in implementing a complex program in the field.
• Prior COP and USAID experience.
• Prior experience in South/East Africa is a plus.
• Proven ability to work collaboratively with donors.
• S/he will have a master’s degree (or foreign equivalent) in a discipline related to government, management, city planning, city management, engineering or foreign assistance development.
