Project Overview and Role:
USAID/Zambia intends to grant a five-year, $35 to $38 million cooperative agreement to improve health outcomes for Zambians by increasing the use of essential health products and services among priority audiences. The Zambia Accessible Markets for Health (ZAM-Health) activity will accomplish this by sustainably expanding the availability and accessibility of quality health products and services in the private sector, improving health knowledge, and increasing the adoption of healthy and health-seeking behaviors. Within the framework of a total market approach (TMA), the activity will employ private sector approaches such as social marketing, social franchising, and partnerships with for-profit and not-for-profit entities to achieve these outcomes. .

Key Responsibilities
• Provide strategic vision on increased private sector engagement across a wide range of HIV, sexual and reproductive health (SRH)/family planning (FP) and other health products/services, including awareness of total market approach, sustainability, and private sector engagement principles.
• Provide overall technical and management leadership to a diverse team, which requires familiarity with Zambia’s private sector health market, market analysis, commercial distribution systems, social marketing, social franchising, quality assurance, and community-based distribution.
• Balance the interests of various stakeholders and supports participatory governance through multisectoral partnerships;
• Manage relationship with USAID and coordinate with local representatives, USG projects, as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions to add value to service delivery improvement;
• Communicate/work with health and private sector leaders in Zambia, including MOH, subnational health sector leaders, and other key stakeholders;
• Build capacity of local partner organizations to increase ownership and sustainability of activities beyond the life of the project.
• Oversee project planning, contribute technical expertise as necessary to ensure project implementation, with a focus on results and financial accountability for all project activities; ensuring all reporting is completed in a timely way;
• Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID/Zambia;
• Represent project at national, regional, and global technical forums as required;

Candidate Requirements
• Master’s degree or higher in a relevant discipline, e.g. business administration, marketing, public health, or a relevant field.
• At least five years of senior-level experience leading large-scale, complex HIV or sexual and reproductive health (SRH) programs, including supervision of technical staff.
• Additional 10 years of progressively increasing responsibility in private sector service delivery, product marketing, and experience with public-private partnerships.
• Demonstrated ability to establish professional relationships and to work collaboratively with diverse partners including host government agencies, donors, civil society and CBOs.
• Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.
• Prior experience managing PEPFAR and/or USAID-funded agreements or contracts.
• Must be fluent in English and preferably local languages.
