Position Overview
Pact seeks an experienced Chief of Party for the USAID/Leading Organizational Capacity and Localization Development (LOCAL) activity. USAID/Zambia intends to award a $10M contract to support this mechanism. The purpose of the LOCAL Activity is to support the organizational capacity of current USAID/Zambia local implementing partners to manage, implement, and monitor programs. This is anticipated to be a five-year activity. The Chief of Party (COP) will supervise all activities related to this program and have overall responsibility for the successful performance of the technical assistance team. The COP shall provide strategic leadership and bear primary responsibility for all administrative requirements of the contract, ensuring that the quarterly key performance indicators, objectives, and deliverables for the project are met. They will be responsible for ensuring the project follows USAID regulations, the contract, and Pact policies. The COP will be the official representative of the contractor and be primarily responsible for liaising with high-level USAID and government officials, and forging alliances with a myriad of businesses, organizations and stakeholders and managing multiple offices. This position is contingent upon award and is anticipated to be based in Lusaka.
Key Responsibilities
• Lead the development and implementation of the project’s overall strategy to strengthen the technical and organizational capacity of current USAID/ZAMBIA implementing partners, new and under-utilized organizations, while maintaining performance and quality of local partner transition efforts.
• Serve in LOCAL’s primary leadership role, coordinating among USAID and key stakeholders, including partners, government stakeholders, civil society, and other USAID projects.
• Provide overall technical and administrative leadership and expertise for the project.
• Accountable for the overall management and implementation of the contract and serve as the primary liaison with the USAID Contracting Officer’s Representative (COR) on management and technical matters.
• Accountable to speak for and bind Pact on implementation and adaptive management issues.
• Accountable for partnership, stakeholder communication and relationship management.
• Partner closely with the project’s key personnel, technical staff, and other sub-contractors to ensure that LOCAL meets stated goals, outcomes, benchmarks, and reporting requirements.
• Manage and coordinate the implementation of activities across project partners, ensuring successful integration of activities.
• Liaise closely with Pact’s U.S., Zambia Technical and Finance/Operations teams, to ensure that all project activities are consistent with Pact’s policies, procedures, and best practices as well as compliant with USG rules and regulations.
• Oversee project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards and requirements of the award.
• Oversee project budget and work in close coordination with the Finance Management and Operations Director to meet expected results, ensuring cost-effective use of donor and Pact’s resources.
• Provide strategic management and oversight of LOCAL’s sub-contractors.
• Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
• Ensure that LOCAL meets programmatic and financial targets and makes accurate projections.
• Represent LOCAL at conferences, working groups, and meetings to support USAID and Pact’s thought leadership in public health, capacity development, and civil society strengthening.
Basic Requirements
• Graduate degree from an accredited university in the field of management, organizational leadership, international development, public or global health or a related technical field.
• A minimum of thirteen (13) years’ progressive leadership experience in international development, global health, public health, or other professional experience requiring strong leadership and management capacities is required.
• A minimum of seven (7) years’ experience managing diverse teams of professional staff is required.
• Demonstrated experience leading successful teams and achieving deliverables on time and within budget. Demonstrated experience with program financial oversight, with experience working with USAID contracts and subcontracts strongly preferred.
• Knowledge of USAID rules, regulations, and policies.
• Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners.
• Demonstrated ability to work in complex environments, and work with and between different stakeholders.
• Ability to develop and maintain strong relationships with government and civil society stakeholders.
• Demonstrated skills in problem solving and consensus building.
• Ability to travel within Zambia and occasionally internationally as required.
Preferred Qualifications
• Zambian nationals or permanent residents preferred for this role.
• Previous senior-level management and/or advisory experience working on PEPFAR-funded projects.
• Contract management experience
• Proficiency in a language (or languages) other than English.
