Compliance Officer
Contract Full time, 1 year contract with renewal based on high performance Reporting to Senior Programme Manager - USAID Project Location Office based in Lusaka with possible national travel.
What we do
TackleAfrica uses the power and popularity of football to deliver HIV and Sexual and
Reproductive Health and Rights (SRHR) information and services to young people on football
pitches across the continent. We do this by training African football coaches, games teachers
and community leaders to use fun, interactive football sessions with inbuilt sexual health
messaging with their players. Alongside receiving sexual health information during football
sessions, players also have the chance to access sexual health services at sessions and football
tournaments, such as HIV testing, condoms and other contraception, and referrals to further
clinical services. We have programmes in ten African countries, run through partnerships with
local community organisations and football clubs.
Summary of Post:
The Compliance Officer is responsible for ensuring that financial, contractual, administrative and
logistical aspects of USAID’s Service Delivery for HIV Prevention programme are managed and
ensuring that adequate data to track project performance is collected. In addition, the post holder
provides support in analysing the performance and potential of the project and assists in
communications with donors, implementing partners and other stakeholders.
Responsibilities:
1. Manage the administration of the project
• Ensure all aspects of project implementation are in line with the USAID’s policies, rules
and regulations.
• Plan, deliver, support and oversee financial, contractual, administrative and logistical
aspects of a donor funded project are aligned with USAID requirements.
•Support finance team on financial archiving procedures to ensure all required expenditure
support documentation is properly maintained and availed when required d. Provide technical guidance and support in setting up systems to monitor adherence to financial rules including exchange rates, interest and budget rules in line with contractual
requirements.
• Provide technical guidance and support on all aspects of procurement including but not
restricted to Processes, Solicitation, Selection & Restricted and Prohibited Items.
• Support the finance team to ensure partner sub-recipient funds are disbursed and
accounted for in line with contractual requirements – (pre-assessments, budget tracking, reporting
and capacity building).
Prepare, monitor and analyse data/reports
• Prepare, review, and provide guidance on narrative and financial reports to ensure quality
assurance in line with donor requirements.
• Conduct risk management and adopt a mitigation approach where appropriate to project
delivery.
• Provide technical support to ensure effective income tracking including cash flow, pre-
financing, timely and accurate payment requests and tracking outstanding amounts due from
donors.
• Regular monitoring of management reports against key indicators, taking appropriate
action where necessary including flagging risks for appropriate action.
Communicate with donors, partners and other stakeholders
• Donor relationship administration - communicate with the donor and other grant partners
to help resolve specific problems or respond to donor information requests
• Maintain record of donor communications on compliance issues following through to ensure
all queries are resolved in a timely manner.
• Technical guidance and support in preparing for and managing donor audits including
liaison with auditors and negotiating contested findings where appropriate.
Perform other duties as assigned
Key Skills
You need to be a motivated, well organised, resourceful, adaptable and self-sufficient individual
with several years’ experience in administration, financial administration and experience with IT
systems and software. You must have excellent attention to detail and previous experience on
USAID grants is highly desirable.

● Analytical and planning skills with strong attention to detail.
● Highly numerate with a good working knowledge of budgeting and financial analysis
● Capable of working both independently and as part of a team.
● Ability to communicate effectively in English
