Call for Consultancy End of Project Evaluation Terms of Reference (TORs)
Background and Introduction

Diakonia is a joint development organization of the Uniting Church in Sweden and the Swedish Alliance Mission. The organisation has been in existence since 1966 with the head office located in Sweden. Diakonia has regional offices in Africa, Asia, the Middle East/North Africa and Latin America, as well as local offices in most of the 28 countries where Diakonia has partner organisations. Diakonia's mission and overall goal is to change unfair structures political, economic, social and cultural - that generate poverty and inequality, as well as oppression and violence. Diakonia works with individuals, local partner organizations and other actors to fulfil the right to a life in dignity for all people, regardless of their age, class, disability, ethnicity, gender, nationality, political conviction, religion or sexual orientation and identity. In Zambia, the organisation has been operational since 2003 working with various Civil Society Organisations in the areas of Democracy, Human Rights and Gender Justice

Caritas Zambia is a Faith Based Organization which serves as one of the seven departments of the Catholic Secretariat in Zambia. The Catholic Secretariat is a mechanism that supports the work of the Zambia Conference of Catholic Bishops (ZCCB), formally Zambia Episcopal Conference (ZEC). Caritas Zambia hosts the Christian Churches Monitoring Group (CCMG), CCMG is a consortium of four faith-based organisations (Zambia Conference of Catholic Bishops-ZCCB through Caritas Zambia (co-applicant), Council of Churches in Zambia-CCZ, Jesuit Centre for Theological Reflection-JCTR and Evangelical Fellowship of Zambia- EFZ). through which the elections project will be implemented in December 2020, Diakonia and Caritas Zambia submitted a proposal to the Delegation of the European Union (EU) to Zambia and COMESA in Lusaka which was subsequently funded for a One (1) year election monitoring and observations project for the 2021 Zambia Presidential and general election. The project was being implemented in all Ten (10) provinces of Zambia and across 156 Constituencies. This elections project sought to contribute to promoting transparency and accountability of the electoral and political processes as well as the integrity of the 2021 elections in Zambia. With the overall objective of enhancing the credibility and acceptance of election results, the project will mobilize and build the capacity of election monitors (men, women and youths) to monitor various electoral processes, mobilize key stakeholders and facilitate dialogue around the 2021 general elections. It further sought to publicize election information as well as PVT results post elections.

Objective
The overall purpose of the evaluation is to assess and provide feedback on the progress made on achievement of the planned project outcomes, effectiveness of implementation and lessons for future programming. This independent evaluation is part of Diakonia's culture of learning and reflective practice whose recommendations will inform learning and adaptive management in planning, designing and implementation of future programmes. The evaluation is also a critical part of accountability to the funding partners ie, the European Union and SIDA. This evaluation will serve Diakonia and its partner in the following:
• Help Diakonia and partners to assess progress of the intervention and learn from what is working and not working well-where the activities relevant and in tune with the needs and priorities of the target groups.
• Inform Diakonia, partner and back donor on the extent to which the project has performed against its targets or achieved results with a focus on efficiency in the utilization of resources, grant and partner management, relative strengthens and comparative advantage-Have the activities been carried out in accordance with what was agreed in the project/programme work schedule.
• Provide Diakonia with input to the upcoming discussions concerning future funding and support - Does Diakonia and the partners have a visible and effective presence in Zambia and are the involved parties further motivated to continue with a programme of a similar nature,
• Help Diakonia document the key successes and challenges from the implementation. To what extent have agreed objectives been reached? Are the activities sufficient to realize agreed objectives?
• Help Diakonia document learnings and good practices that can be used within the CO and in the wider Diakonia - Did the involved parties take measures to ensure that current facilities/activities operational can continue

Requirements and Qualifications
The following qualifications will be considered:
• Postgraduate qualifications in Development Studies, Monitoring & Evaluation, Social Sciences or equivalent.
• Strong research background and experience in multi-methodological approaches in data collection and analysis techniques in evaluation of development programmes using relevant statistical analysis software.
• A track record of at least 5 years' experience in designing and carrying out end of term evaluations on democracy/governance, human rights and gender analysis, civil society strengthening with international development agencies such as the EU and SIDA
• Proven experience of the application of human rights-based approaches, participatory approaches to evaluation and working with crosscutting issues such as gender, conflict and environment/climate change.
• A good understanding of thematic areas related to the Action. These include but not limited to:
• Elections Monitoring
• legal review framework
• Governance
