ActionAid Zambia is seeking a consultant to Conduct a Gender Analysis on Resilient Inclusive Sustainable Environments (RISE) project being implemented in Mongu, Sesheke and Nalolo districts of Zambia supported by USAID.

ActionAid is implementing a project titled Resilient Inclusive Sustainable Environments (RISE)” implemented in partnership with Young Women Christian Association with the support of the United Stated Agency International Development (USAID) through the International Union for Conservation of Nature (IUCN). The project contributes to SDG 1 on ending poverty through enhancing their access to fisheries resources which is key to bringing them out of poverty, SDG 5 on gender equality as women have not only equal representation in all activities but also leadership building, and access to security of tenure and SDG 14 on conserving and sustainably using oceans, seas and marine resources for sustainable development through focus on sustainable fisheries management through eradicating destructive fishing practices e.g. harmful chemical for fish capture and value addition of the fish. The overall objective of the project is to Promote Gender Equality in the fisheries sector in Zambia. The aim of the project is to “Mitigate and Prevent Gender Based Violence to improve access, benefits, and control of fisheries resources in Zambia there by contributing Environmental Sustainability and Climate justice.

2. Scope of the Assignment

Given the above background, ActionAid Zambia is seeking a consultant to “Conduct an in-depth Gender Analysis of the existing situation in the fisheries sector in the project locations”. The Terms of Reference for the consultancy are to:

1. Identify and Map National Laws, Legal & Policy Framework on Gender in the fisheries sector in Zambia.

2. Gather information from the stakeholders through discussions on what a harmonized policy framework would look like.

3. Evaluate the current state of social norms, GBV risks, attitude, and perceptions in relation to access, benefits, control, and distribution of resources in the fishing industry.

4. Determine the Patterns of Power & Decision-making challenges and opportunities women and men face in fishing communities.

Provide recommendations for promoting gender equality and women’s empowerment in the fishing industry.

3. Scope and Key Elements of the Review

Proposed Methodology

An in-depth Desk review with broader consultation with various stakeholders, including civil society, partners, and governments at National Level.

A critical Gendered Analysis on the current local, social, political, and legal context thorough Key Informant Interviews and Focus Group Discussions with men and women in target areas

4. Deliverables

The consultant will.

a) Gather information through desk review and analysis.

b) Collect data through Key Informant Interviews and Focus Group Discussions

c) Produce and Document a report and a summary of the findings.

5.  Qualifications

The ideal Consultant is expected to have the following profile:

  • Qualification in Gender Studies, Policy development and analysis highly recommended.
  • Demonstrated knowledge and experience in Natural Resources Management, Environmental Sustainability and Climate Justice
  • Demonstrated ability to prepare deliverables of good quality on time.
  • Experience in undertaking similar assignments with reputable institutions.
  • Good report writing skills
  • Must show analytical skills such as design, development of data collection tools, data analysis and report writing
  • Minimum qualification should be an advanced degree in Gender Studies, Natural Resource management and public policy.

6. Supervision/Reporting 
The consultant will work directly with the Project Coordinator for the Resilient Inclusive Sustainable Environment (RISE) project at ActionAid Zambia.

7. Application Process

1. A technical proposal with an elaborate design, methodology, and clear work plan on how the desk review and the Gender Analysis will be conducted; including the tools to be used in the research and proposed time schedules.
