Purpose of the Consultancy
TechnoServe is seeking the services of a professional or a consultancy firm to develop a one-year strategic plan. The purpose of this consultancy is to support and lead TechnoServe Zambia senior management in a participatory planning process, ensuring a sense of ownership. The substantive outcome is an annual strategic plan for the year January – December 2022. The strategic planning consultant will achieve this by facilitating a two-day meeting with the TechnoServe Zambia, Senior Management Team.

Scope of Work
The plan must address development of strong partnerships and resource mobilization initiatives, how to strategically engage and leverage the country level projects, partner organizations and how to approach expansion of the organization’s direct work in Zambia while keeping in line with TechnoServe’s mission and vision. The consultant will draw from any best practices from other non-governmental organizations with similar modus operandi as TechnoServe.

Specific Task
The Consultant will:
1. Carry out a desk review of documents relevant:
1. TechnoServe Strategic Plan
2. TechnoServe Compass
This exercise should include facilitating a process through which the organization can reassess and confirm its mission and determine specific goals it will center its efforts in 2022. The plan should include the organizational goals, expected results for priority programs and strategies to achieve them, and performance metrics (i.e.: indicators with baselines and targets), timelines and resource allocations required to accomplish them. The strategic plan will identify synergies between key programs and advocacy activities to advance the organizational goals. It will include a plan to align actions informed by international and local best practices.

Deliverable Outputs
Based on the above, the Consultant shall prepare and complete the one-year strategic plan with the following information:
1. Clear deliverables, key milestones, and direct guidance on implementation to strengthen TechnoServe’s mission and vision
2. External environment assessment and internal environment assessment of the stakeholders/SWOT analysis.
Commitment to Work Quality
The consultant shall ensure clarity of objectives and process during the consultations, counter check all facts and figures cited, ensure that the content and format of the draft strategic plan meets a high standard for such documents, including proper editing, clarity, and use of design and graphics where necessary.

Qualifications/Competencies/ Experience
The firm/individual must possess the following:
1. Master’s degree or higher qualification in a relevant area or equivalent
2. At least five years’ senior level experience in areas related to organizational development
3. Relevant local and international work experience in strategic planning and development
4. Excellent and proven analytical skills
5. Excellent organizational and communication skills, ability to prioritize and work with minimum supervision
6. Possess knowledge in the general social, economic and political environment that informs the advancement of gender equality
7. Understanding of participatory approaches to management and operations
8. Duration
The consultancy shall be for a period no longer than one week, beginning on February 1st, 2022.

Payment Details:
• The Consultant shall receive payment after delivery and acceptance of a satisfactory report based on the terms of reference
• Penalty: Non delivery of any task shall lead to withholding of the final payment until receipt and approval of all deliverables agreed to by both parties in writing
