Request for Expression of Interest (EOI) for the Consultancy to Develop the Strategic Plan for Zambia Institute for Policy Analysis and Research, ZIP/03/ST2022-2025
Background

The Zambia Institute for Policy Analysis and Research (ZIPAR) is a think tank whose mandate is to conduct research and policy analysis to inform public policy. ZIPAR was established by a joint agreement between the Government of the Republic of Zambia (GRZ) and the African Capacity Building Foundation (ACBF). The think tank was established under The Societies Act Chapter 119 of the Laws of Zambia in 2006 and became operational in 2009. ZIPAR was gazetted as a grant-aided Institution under the Ministry of National Development Planning (MNDP) under Gazette Notice No. 836 of 2016.

The Institute supports Government, the Private Sector, Civil Society Organizations and other stakeholders by providing evidence-based policy advice. ZIPAR also promotes policy dialogue between the Government and a wide range of stakeholders, facilitating an inclusive process in the planning and management of economic affairs. To leverage its work, ZIPAR engages in strategic collaborations with like-minded institutions, including academic institutions, policy analysis and research think tanks, the media and advocacy agencies. ZIPAR has key partnerships with both local and international organizations.

Objectives of the Consultancy
Develop a three (3) year Strategic Plan to ensure that the Institution fulfils its mandate.

Scope and Specific Objectives of the Consultancy
The scope of work for the Consultant will include but not be limited to:
• Review the vision, mission and values based on ZIPAR mandate;
• Undertake stakeholder mapping and analysis:
• Undertake a Situation Analysis of ZIPAR operations to date,
• Through a consultative process and application of appropriate tools of analysis, identify focus areas and develop strategic objectives and key result areas for the same
• Review the Institutional Capacity, Organizational set-up, financial and administrative systems against the ZIPAR mandate and the identified strategic objectives and key result areas and make recommendations, if any:
• Propose a strategy for achieving the strategic objectives and key results
• Develop a Results and Resources Framework for the plan period;
• Hold stakeholder meeting(s) to validate the draft Strategic Plan;
• Finalize Strategic plan and submit to ZIPAR
• Preparation of Strategic Planning document
• Prepare a roadmap for the development of the strategic plan.

Deliverables/Outputs
a) A three-year strategic plan including a results and resources framework
b) Report on the process including stakeholder consultations and workshops

Assignment duration
This assignment is expected to be carried out for a period of 45 calendar days

Institutional Arrangements
The Consultant will report directly to the Executive Director. ZIPAR will provide relevant background documents necessary for the assignment including, annual reports, quarterly reports and any other documents that will be deemed necessary in the successful development of the Strategic Plan. Further, ZIPAR shall be responsible for the coordination of meetings and other activities under the Consultancy.

Selection Criteria
Consultant/Facilitator experience and qualifications:

Academic Qualifications
At least a master's degree in a relevant field in the area of Strategic Planning and Management, Public Policy Development studies, Business administration

Experience
• At least seven (7) years professional experience in Strategic Planning and Management and facilitation of Strategic Plan development
• Demonstrate at least five (5) working experience assignments on Strategic Plan development for Grant Aided Institutions or a Public Institutions
• Demonstrated experience in working with government and its partners and other stakeholders in public sector especially in the area of Research and Policy Analysis

Skills and Competencies:
• Ability to work with minimal supervision;
• High level written and oral communications skills in English
• Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity;
• Demonstrate excellent interpersonal and professional skills in interacting with Government and development partners
• Skills in facilitation of stakeholder engagements/workshops
• Evidence of having undertaken similar assignments:
• Experience in research, policy development, management and corporate governance.
• Demonstration of participatory approaches in conducting assessments and facilitating strategic planning processes.
• Current member of a relevant professional body

Evaluation Process and next steps
Firm will be selected in accordance with the Zambia Public Procurement Regulations of 2011 after the evaluation of the submitted curriculum vitae
