Expression of Interest for the Provision of Consultancy Services to Localize the GLoFAS Model to 16 Districts Covered by the SCRALA Project for the Water Resources Management Authority.

1.0 Background
The Water Resources Management Authority (WARMA) is a Responsible Party for implementing the Strengthening Climate Resilience of Agriculture Livelihoods in Agro-ecological Regions I & II Project (SCRALA) in Zambia. The Project is funded by the Green Climate Fund (GCF) through the United Nations Development Program (UNDP). The lead implementing entity is the Ministry of Agriculture. The Authority has received funds for this project and intends to apply part of these funds towards the procurement of consultancy services to localize the Global Flood Awareness System (GLOFAS) model to the 16 districts which are covered by project by the use of models such as Delft-FEWS.
2.0 Objectives of the Consultancy
The key deliverable for the consulting firm is to localize the GloFAS model to the 16 districts which are covered by the project using models such as Delft -FEWS. The districts which are within the project area will benefit from the localized products and services such as flood forecast, drought forecast, and water quality forecasts generated from the use of models.
3.0 Scope of Works and Deliverables
The scope of work will constitute the following:
1. Localize the Flood forecast Model (GLOFAS) to the 16 Districts of the Project Area
2. Provide specifications for the installation and setting up of the model
3. Downloading and Installation of the model
4. Configuration of the FEWS model (Localized Flood forecast Model)
5. Linking of FEWS to GloFAS model
6. Provide specifications for the servers to be used for data storage for flood forecasting
7. Provide operation and maintenance manual for FEWS model to WARMA staff
8. Provide capacity building to WARMA staff on downloading, installation, configuration, and operations of the FEWS Model and its link to GloFAS Model
9. Facilitate for training of WARMA personnel at an appropriate and specialized training institution
