USAID/Zambia Integrated Health Activity
Introduction and Background
The USAID (United States Agency for International Development) Zambia Integrated HIV and Health Activity (USAID Zambia Integrated Health) aims to improve the health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and family planning/reproductive health services, products, and information. These services, when integrated, will reduce mortality, morbidity, and HIV transmission for populations in focus districts in Northwestern, Copperbelt, and Central provinces, and possibly others in Zambia.
USAID Zambia Integrated Health seeks a Consultant to lead composition of a Construction Implementation Plan during the start-up period. The Consultant will develop the Plan in collaboration with USAID Zambia Integrated Health and health officials of the Government of the Republic of Zambia. It must recommend standard operating procedures and risk mitigation measures to be employed in construction related activities (see: USAID Management of Construction Risk).

The Construction Implementation Plan is to be developed in collaboration with the project. The Consultant is expected to be engaged by 10th July 2023. The first draft of the CIP will be due on 4th August 2023 and the final deliverable will be due on 16th August 2023. Given this rapid timeline for delivery, the Construction Implementation Plan will focus on describing an all-encompassing approach to construction activities as listed above. The types of construction are anticipated to include, but are not limited to:
Refurbishment of health facilities, including laboratories, offices, and public spaces
Improving existing spaces to make health facilities more functional for staff, safer, and more appropriate for a diverse cohort of clients (ex. painting an adolescent-friendly corner).
The Construction Implementation Plan must be developed to ensure that all construction activities are conducted in an organized and appropriate way in accordance with the plan. The construction must be undertaken with engineering and construction components using a design-bid-build delivery method where architect and engineering (A&E) services and construction works are performed under two separate but complementary contracts. The contractor that undertakes the A&E services (design and construction bidding support) must provide quality assurance and construction oversight services in the construction phase. A&E contracts are to be selected based on demonstrated competence and qualifications. To ensure construction activities are performed appropriately, the A&E firm must be bonded and licensed to operate in Zambia. The cost of any design must not exceed 6% of the cost of the associated construction.
Monitoring visits during construction activity will be critical for overseeing work and progress on construction projects. A schedule of announced and unannounced visits will be maintained to verify that construction work is being carried out at an appropriate level of quality that is stipulated in the activity. The construction site will be visited at various critical steps in the construction process, such as borehole drilling, equipping, civil works or tank stand and water network construction to certify the quality of the work and that specific benchmarks have been attained.
Objective
The Construction Implementation Plan developed by the Consultant will describe the approach to construction activities and be all-encompassing to apply to any construction activities throughout the project. It must be organized by the different phases of the project (for example, pre-design, design, procurement, execution, and handover) and must describe the requirements at each of those phases. It also must include how to address/manage the following issues and associated requirements:
Describe the site assessment process to understand the project construction needs before undertaking the design of the Construction Implementation Plan
Describe undertaking the engineering and construction components through contracts using a design-bid-build delivery method using architect and engineering (A&E) services
Process for developing the designs, receiving A&E for review and approval of designs, and building to designs, including the process for development, reviewing, and submitting “as-builts”
Process for developing independent estimates.
Process for developing and managing schedules. Schedules must be done via the critical path method
Permits. All required permits must be obtained before any construction begins
Site supervision
Quality assurance and quality control requirements, which should be differentiated.
Health and safety at site. All health and safety plans must require all workers to wear protective footwear, safety vests, head and face protection, and appropriate clothing, and must have a reporting and tracking system of accidents that are reported
Suspension of work processes
Differing sites and how these conditions will be managed
Construction changes and claims that allow for review and approval prior to negotiating and settling any claim
Custody and safeguarding of construction materials
Building standards/codes. All A&E and construction work must meet or exceed the minimum standards required or will be deemed unallowable.
Bonding and licensing of A&E and construction firms. All A&E firms must be licensed and bonded to work in Zambia. All construction work must include a minimum performance bond or guarantee of 10% of the construction contract price
Design defects and corrective measures. Any design defects must be the responsibility of the A&E firm at no additional cost to the contract and are not allowable costs
Construction management training for site supervisors
Inspection and acceptance of key construction phases, including final walk through, punch lists and final acceptance
Warranties of work, poor workmanship and retentions. All work must be warranted for one year after acceptance.
Handover to beneficiaries, including operations and maintenance manuals and training. Prior to any project, a written agreement for operation and maintenance of construction by the official recipient community/entity representatives must be obtained.
Tasks of the Consultancy
The consultant will undertake the following tasks:
Draft the Construction Implementation Plan to include the aspects described in the above section
Include guidance on standards for carrying out construction activities and making appropriate situational use of pre-fabricated structures
Draft Standard Operating Procedures and Risk Mitigation Measures document

The criteria described in the Objective section of this SOW
Standard Operating Procedures for implementation
Risk Mitigation Measures
Qualifications:
Advanced degree in civil engineering, architecture or related field required
Technical knowledge of Zambian building codes and standards, as well as site management
Minimum 5 years’ experience developing construction implementation plans for public spaces
Experience working with international NGOs and/or USAID preferred
Understanding of USAID policies and procedures
Valid member of the Engineering Institution of Zambia (EIZ)
Experience in Zambia is required
Any consultancy firm applicants should be registered in Zambia
Consultancy Terms
A deliverables timeline will be developed in coordination with project staff to meet the August 16th, 2023 submission deadline
Workspace, internet, and office facilities in the Pact office in Lusaka can be provided for the consultant; and any other materials or resources, to include necessary Information Technology (IT), will be provided by the consultant.
As necessary and agreed upon, logistics and coverage of costs associated with development of this Construction Implementation Plan will be facilitated by USAID Zambia Integrated Health
To avoid any conflicts of interest, the consultant will not be eligible to work on any aspect of the construction plan implementation (i.e. any work that results from the Construction Implementation Plan to be developed under this RFP).
