JOB DETAILS:
The mid-term evaluation will seek to provide documented evidence of changes brought about by the project and promising practices which can be adopted for future programming. It will serve as an important accountability for ICAP and its partners for the purpose of identifying the extent to which the project objectives were achieved. The mid-term evaluation will be based on the following evaluation criteria (Relevance, Effectiveness, Efficiency, Sustainability, Replicability, Quality, and Coherence).
3.0: OVERALL OBJECTIVE OF THE MID-TERM EVALUATION.
ICAP, in collaboration with CDC, shall conduct a mixed methods mid-term evaluation in FY2023 to assess its TA contributions to HIV/TB program achievements in Western province. The overall objective of the mid-term evaluation is to assess ICAP’s TA to Western province during FY21 and FY22.
Specific objectives include:
1) To assess the extent to which ICAP’s TA improved HIV Case identification.
2) To assess the extent to which ICAP’s TA improved VL coverage and VL suppression
3) To assess the extent to which ICAP’s TA improved retention in care.
4) To assess the extent to which ICAP’s TA improved HIV prevention services.
5) To assess the extent to which ICAP’s TA improved data quality, management, reporting, and utilization including EHR – SmartCare.
4.0: SCOPE OF WORK
1. Follow the documented design of the project including the prescribed methodology and approach. This will include the design or adoption of analytical approaches, survey locations, sample size, target groups, key informant groups, focus groups and relevant questionnaires to address the questions in project workplan.
2. Prepare and present the inception report with a timeline for the assignment detailing how the consultant will go about to execute the work.
3. Design enumerators’ terms of reference (ToR), identify and recruit enumerators with adequate research competencies to fulfill the respective ToR.
4. Finalize all outcome study enumerator training agendas and modules to be approved by ICAP. The research team will share the draft guidance for any contextualization needed and will complete the final technical review and approve for use.
5. Prepare all outcome study training and field data collection logistics in coordination with ICAP and WHO.
6. Train enumerators on how to utilize the outcome study tools based on the training agenda and the modules agreed upon with ICAP and WPHO. Training will also include piloting the data collection tools.
7. Identify and facilitate the enumerators’ quantitative data entry that is collected for the project using agreed-upon data entry forms determined in consultation with ICAP.
8. Identify and facilitate the enumerators’ entering and translating the qualitative data for the outcome study collected using interview and focus group guides approved by the IRB.
9. Maintain good data quality during the survey. ICAP and WPHO will work with the consultant to ensure that the consultant meets their deliverables.
10. 10 Clean qualitative and quantitative datasets entered for the evaluation.
11. Conduct preliminary analyses of qualitative and quantitative data for the outcome study as per agreement with ICAP and WPHO using the data analysis plan.
12. The consultant will draft the final report, including an executive summary, incorporating comments from ICAP and WPHO; and include a final PowerPoint presentation of 20-25 slides to summarize the report. The consultant will also prepare and present the report in a dissemination seminar.

6.0: QUALIFICATIONS REQUIREMENTS
The prospective consultant can be an organization, or a consortium of consultants organized in one legal entity. In any of the cases, the consultant must meet the following minimum qualifications and experience:
1. Master’s degree in Public Health, Demography, Statistics, or social sciences with five (5) years’ experience in similar undertakings or bachelor’s degree with accompanying ten (10) years’ experience.
2. At least 10 years’ experience working in the health sector in Zambia and HIV/AIDS programs.
3. Must demonstrate national expertise and leadership.
4. Excellent communication in English and a local vernacular language.
5. Superb collaboration skills to work with a diverse set of partners, especially with Zambian stakeholders
6. Demonstrated qualitative and quantitative data collection work
7. Must be a national or resident of Zambia

7.0: TIMELINES
1. Submission of proposals – 15th – 19th May, 2023
2. Approximate Commencement Date – 12th June 2023
3. Assignment days – 40 working days.
4. Applicants must submit both technical and financial proposals.
8.0 DATA CONFIDENTIALITY
The consultant is expected to maintain the highest levels of confidentiality throughout the process and treat with utmost confidentiality all sources of information. The consultant will be expected to undergo human subject training provided by ICAP.
Accordingly, the consultant and/or employees are prohibited from sharing any project information intentionally or otherwise with any external party without the express authority from the client.
