Terms of Reference
1. Introduction
Project background
Habitat for Humanity (HFH) is an international non-profit organization dedicated to eliminating substandard housing and homelessness worldwide and to making adequate, affordable shelter a matter of conscience and action. Since the founding in 1976, Habitat for Humanity has helped more than 29 million people meet their affordable housing needs and build communities and hope in more than 70 countries where it operates.
Habitat for Humanity Zambia (HFHZ) as an Affiliate of Habitat for Humanity International network is a non-governmental organization that has been in existence in Zambia since 1984. HFHZ serves the most vulnerable through the provision and promotion of decent housing, water and sanitation, savings and financial literacy and advocacy on land and housing rights with an emphasis on gender equality ensuring that no one is left behind. To date, over 4,000 affordable houses and pit latrines have been constructed for the most disadvantaged families and over 50 000 individuals have been served with clean drinking water through the 66 communal water points constructed in Lusaka, Kabwe and Ndola.
HFHZ’s mandate is to fulfil a vision where everyone has a decent place to live. Achieving this vision requires a recognition of the complex nature of housing; the interdependencies or integration that exist (or should exist) with other sectors; and the relationships that we need to foster with local actors who are the important drivers in the housing system. In an effort to maximize opportunities of realizing this enormous vision as well as align with emerging HFH Africa Hub Strategy that seeks to operationalize Global Impact 2025 and Habitat for Humanity Theory of Change. The new strategy will build on our core values of accountability, humility, and courage and ultimately place people at the centre of all our work.
The outlined Terms of Reference will therefore inform identification and selection of a consultant as well as guide the overall process of developing HFHZ’s new strategy.
2. Scope of Work
HFHZ is searching for a consultant to lead the development of new Strategy for 2022-2027 through multi-stakeholder meetings and consultations focusing on the following broad perimeters and assumptions:
• Theory of Change: In the last quarter of calendar year 2020, Habitat adopted its first global theory of change, throughout the next year, Habitat’s global programs teams and national organization network will be working to translate this ToC into a programmatic and competitive strategy for growth.
• Access to funding opportunities
2.1. Expected Results
1. Inception report: consultant’s assessment of current state, where they are seeing gaps and methodology for developing a national strategy including a robust stakeholder engagement plan
2. Environmental Scan and Competitive Analysis: desktop review of relevant housing related issues, close competitors and funding opportunities within the region.
3. Implementation Roadmap: a high-level roadmap for implementation including key milestones, priority investments and distribution of resources across the country.
4. Alignment with the HFHI Global Strategic Plan on three key Impact Pillars: Community Impact; Housing Impact and Societal Impact and Building Solid and Sustainable Foundation for the Mission.
5. Alignment with the Africa Hub Strategy Framework.
6. The Strategy that integrates the development of four (4) fundamental supporting strategic documents:
a. Costed Organizational Business Plan
b. Fundraising Strategy
c. Communication Strategy
d. Work Force Plan
7. HFHZ to clarify strategic program priorities to:
i. be more proactive/less reactive with funding opportunities.
ii. build strategic partnerships.
iii. solidify HFHZ’s added value in the country context and alignment with Government National Priorities/Plans.
iv. Work towards better visibility of HFHZ.
v. Better alignment / Effectiveness / Efficiency with dwindling resources.
vi. Work force planning that is best suited to deliver the intended organizational objectives for the intended impact in the planned five (5) years (2022-2027)

2.6. Key Criteria for Selection of the Consultant
Interested, eligible and qualified consultants should submit
• A detailed proposal and a cover letter electronically with a clear subject Expression of Interest for the provision of consultancy service referenced under title “Consultant for HFHZ Five Years Strategy Development” outlining the methodology, timeframe, expertise and budget (for the work of data analysis, report writing and validation of findings and finalization of the Strategy).
• A summarized description of the scope of work and the intended methodology to be used including sampling methods, data collection tools as well as a tentative work plan including activities and time frames aligned to the roadmap above.
• A financial proposal for the support services outlined in the ToRs. It is preferred that the budget is segmented on the basis of the deliverables defined in the Scope of Work but should at a minimum include explanation for the type of costs represented therein.
• Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted
• Names and CVs of individuals or team members proposed, highlighting their experience relevant to this study and their roles in the achievement of the assignment.
To assess the tender applications, the following criteria will be used (weighting points up to a total of 100 points broken as per below)
• Rich and diverse experience in developing/building capacities of national, regional or global organizations/networks – 20 points;
• Understanding of the assignment and the business need. Excellent understanding of global housing issues with particular knowledge of Africa/Zambia housing sector, elaborate knowledge and experience in designing programs/strategies using integrated systems (systems thinking) approach, demonstrated understanding of housing affordability and adequacy, experience in advocacy and capacity building in social and public sector issues – 30 points;
• Excellent facilitation skills, experience in facilitating group work, brainstorm, organizing fruitful discussion in multicultural and multilanguage team – 20 points;
• Experience of facilitating strategic planning process and development of Strategic documents for international/regional organizations – 15 points;
• Competitive pricing– 15 points.
• Familiarity with the Zambia context and institutional funding markets

• Experience with federated networks in the development sector
Submitted applications will be evaluated by HFHZ procurement committee that will work in close collaboration with the core strategy technical team based at the Africa Hub regional office in Nairobi. The contract will be awarded to a recognized team of Zambia whose team leader is resident in Zambia and has an advanced degree with a minimum of 10 years’ experience in a field relevant to the assignment. Excellent communication and written skills in English is required and where possible knowledge of local languages and the ability to present data concisely and clearly. Additionally, disclosure of conflict of interest is expected where necessary.
2.7. Management and Reporting Arrangements
The consultant will report directly to the Habitat for Humanity Zambia National Director during the tenure of this assignment.
2.8 General Conditions
The following should be noted by interested consultants:
• HFHZ will sign a contract with the winning consultant where detailed workplan and payment conditions will be determined.
• Tax and insurance: The consultant/s shall be responsible for own tax and insurance during the assignment.
• The successful consultant is obliged to provide the confirmation of his daily rates before signing the contract. HFHZ reserves the right to negotiate services cost for working days if it is not confirmed by previous records or is not affordable for HFHZ.
• HFHZ reserves the right (but is not under obligation to do so) to enter into discussion with one or more bidders in order to obtain clarifications or additional details or negotiate the proposed cost.
• HFHZ reserves the right to negotiate number of working days related to each stage of work with the consultant. Final number of working days can change during implementation by mutual agreement between HFHZ and consultant.
