Overview
Chreso Ministries has more than 30 years’ experience implementing health programmes, and over 17 years implementing HIV/TB programming. Chreso aims to reach underserved communities with quality, life changing programmes. Chreso Ministries is one of the Sub- Recipients of the Global Fund in Zambia through the Churches Health Association of Zambia (CHAZ). Chreso Ministries has been working in collaboration with Ministry of Health since inception supporting government efforts in providing free health care services, especially to the vulnerable. The triple burden of COVID-19, human immune virus (HIV), and TB co-infection is one of the contemporary challenges to this globe. People living with chronic medical diseases such as HIV and TB are more likely to experience poor outcomes from COVID-19. Since the outbreak of Covid-19, Chreso Ministries has continued to work with the government and other cooperating partners in raising awareness for the prevention of CoVID-19, as well as CoVID-19 testing and vaccination.
Chreso is looking to engage a consultant to develop an electronic Directly Observed Therapy (e-DOT) system to track, document and maintain records of clients who are on TB and/or CoVID-19 treatment.
Duties and Responsibilities:
• The consultant is expected to lead the execution and work closely with the program team and IT assistants to design, set up and operationalize the e-DOT system;
• Be in charge to execute all the IT technical aspects of the work to make the system fully functional;
• Execute ad-hoc requests that may arise in the course of the assignment and whose delivery are deemed to be necessary to ensure the successful set up and operationalization of the integrated data system.
• Prepare a User Guide that will guide all the end users and data teams in the operational aspects of the system and the methods to be employed to address any technical glitches in the system and the type of IT support that will be necessary to ensure sustainability in use;
Overview of the proposed system
The proposed system will provide an online platform to monitor patients who are on TB and /or CoVID-19 treatment. The system will help track adherence to treatment. Community Health Workers/Adherence supporters will be able monitor clients take their medication and send live video feeds/ or recorded video feeds to Health Care Workers at health facilities. In cases where the patient has a smart phone, they will able to share videos of themselves (either live or recorded), taking medication to an adherence supporter or health care worker. Health Care workers in turn use this information to update health records of clients on treatment and provide appropriately care and therapy, based on the individual case. This is to enhance person-centred care and ensure better treatment outcomes.
Minimum qualification and experience of key Experts
Key expert: Team leader (qualifications and experiences):
• A minimum of a Master’s degree in Computer Science or related field
• A minimum of (5) years of experience in epidemiology, public health, or TB/HIV programming
• The candidate should have a minimum of five (5) years of proven experience in designing and setting up data management systems with preferably a focus in public health, TB/HIV Programming and demonstrated experience at writing User’s guide on operations systems or any other closely related area. Excellent (written and oral) communications skills will be an advantage
• Experience in Monitoring & Evaluation and Database Development and Management will be Added Advantage
Competencies:
Must have strong networks and necessary contacts in the relevant government ministries and departments, as well as national and international organizations, to undertake this assignment
Must have experience in software engineering, online database development and management
Must have skills in stakeholders’ management, organization of seminars/workshops on the validation of gaps, challenges, and findings of the policy/legislation research.
Experience of having worked with the Ministry of Health, and/ or TB/HIV or COVID-19 programming will be an advantage.
