JOB DETAILS:
• Our client, an NGO that works to support the creation of an enabling environment that incentivizes productive investments in trade, agriculture, energy, eco-tourism and sustainable natural resource management, is looking for a Contracts and Procurement Officer to join their team on a temporary basis.
• The Contracts and Procurement Officer will be responsible for the day-to-day procurement activities within the Operations Department by guiding project staff and consultants on procurement policies and procedures as well as ensuring compliance.

Key Tasks and Responsibilities
• Support the procurement process for all procurement types, including but not limited to office supplies and equipment, events, business meetings, and consultants.
• Support development of scopes of work (SOW) in coordination with technical and operations teams; develop and/or review requests for proposals/quotes (RFPs/RFQs) prior to publication.
• Support the engagement of consultants and any other project personnel.
• Draft procurement contracts and consulting agreements (typically on a deliverables-based format).
• Support the posting of solicitations to relevant publications and online platforms.
• Complete Procurement Review Checklist on incoming procurement packages and verify all required documentation is included and accurate. Coordinate with applicants to obtain missing documentation as needed.
• Form/support evaluation and selection committees for procurements and document selection process and final decision.
• Review quotes and responses to RFQs/RFPs, ensure selection memos capture all required information.
• Support training of staff in the projects procurement policy.
• Provide guidance on organizational and donor procurement requirements.
• Support the development and maintenance of procurement systems, templates and manuals.
• Ensure procurement files are updated in a timely manner, complete and meet policies and requirements.

Desired Skills, Qualifications and Experience
• Must have a Bachelor’s Degree in Procurement or a related field. Additional tertiary qualifications in procurement will be an added advantage.
• Must be a Zambian citizen.
• Must have a minimum of two years’ experience in handling office procurements for a fast-paced office.
• Should have experience with USAID / US Government acquisitions regulations and procurement policies.
• Should have demonstrated experience in logistical planning and procurement pertaining to events. Experience engaging short and long-term consultants will be an added advantage.
• Should have an understanding of Non-Governmental Organizations rules and regulations.
• Should have an understanding of various contracting mechanisms and contract types, particularly deliverables-based contracts.
• Should be able to coordinate work with multi-sector technical teams and run procurements on short notice.
• Should have excellent Language proficiency in spoken and written English.
• Should have excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
• Must be able to travel intermittently throughout the country.
