JOB DETAILS:
The Netherlands Development Organization (SNV) is an international not-for-profit development organization that believes in contributing to poverty alleviation in Zambia through various programs/projects that it implements. The recipients of these services include governmental institutions, non-governmental organizations and private sector organizations, communities, and individual households.

Purpose of the Role
The Operations Manager is part of Operations within a country, which focuses on providing operation support services in country, procurement, administration, logistics, IT, and to fully support SNV operations.
Works closely with the Country Director to ensure timely and compliant implementation Procurement and Contracting, IT, Admin and Logistics Operations. The manager will be directly responsible for implementation of some of the activities while also managing staff, processes and procedures for others. As member of the CMT, responsible for timely reporting on Department activities.

Job Description
Operation delivery
Manages and organises integrated process delivery, optimising the use of guidelines and procedures within projects and/or a field office. This is related to one or more of the operation services: Administration, logistics, inventory management and ICT. Anticipates on delivery challenges to ensure service continuity.
Procurement and Contracting
Procurement and contracting responsible for country. Develops and maintains the infrastructure within which country team procurement and contracting processes take place in accordance with donor and corporate standards. Provides advice to relevant stakeholders to support efficient and compliant procurement and contracting. Supports contracting and procurement processes for country.
Analysis and reporting
Maintains a management information system to monitor and analyse data on operation support services performance and resources. Gives input on performance of a particular operation support services to CD and CMT.
Business Development
Assesses support requirements against project objectives and operating environment. Informs on support activities during future project implementation.
Advisory services
Assesses, and advises on the quality of support delivery, against the project needs. Advises projects on adopting efficient operation services according to guidelines and standard procedures.
Process development
Identifies, proposes and implements organisation and process improvements, in line with the organisation’s needs and requirements and external developments.

Qualifications
(Proficiency level equivalent to) Master’s degree in specialised operational discipline, with relevant experience (8 or more years) in specialised operational discipline.
Proficiency in ICT, i.e. good working knowledge of Microsoft Office suite. Experience of working in projects and in NGOs preferred.
