Purpose Of The Consultancy
• On behalf of Restless Development, the consultant will lead an assignment facilitating the co-designing and development of a comprehensive gender and youth responsive, inclusive and tailored curriculum with young people. Using this curriculum, Restless Development and its project partners will deliver inclusive, holistic SRHR, life skills, Gender and financial literacy programming for out of school adolescent girls and boys on the SHE SOARS Project.

Background
• Restless Development Zambia is implementing SHE SOARS, a 7 years project in partnership with Care International and Live well Zambia. The SHE SOARS (Sexual and reproductive Health & Economic empowerment Supporting Out of school Adolescent girls’ Rights and Skills) Project aims to improve access to Sexual and Reproductive Health (SRH) services for adolescents, particularly out-of-school adolescent girls in Kasenengwa, Mambwe and Chadiza to support the realization of these rights. The project will support Youth Savings and Loans Associations (YSLA) and deliver related skills-based training in entrepreneurship and financial literacy for adolescent girls and boys. Furthermore, the project links adolescent girls and boys to cooperatives through the local government structures within their councils to access the Community Development Funds for economic gain and growth.
• SHE SOARS puts out of school adolescent girls’ needs and rights at the centre of all project activities. This target group has been selected as they are consistently left-out of traditional adolescent SRHR programming, difficult to reach, and often have the greatest need and least access to comprehensive Sexual and Reproductive Health and Rights (SRHR). Through our participatory, youth-led design and implementation approach, SHE SOARS integrates solid evidence-based health system strengthening interventions, deep and transformative community engagement on harmful gender and social norms, and capacity building of civil society actors to engage in long-term and sustainable SRHR policy advocacy to address the unique risks and protection needs of out of school adolescent girls and boys 10-19 years of age in Kenya, Zambia and Uganda. In Zambia, this project will be implemented in three districts in Eastern Province, namely; Kasenengwa, Mambwe, and Chadiza, with additional partnership from Live Well.
• SHE SOARS works alongside health care providers and key stakeholders to provide evidence-based sexual and reproductive health information, address root causes of gender-based inequalities, improve health services, and work with young people, particularly girls, to increase decision-making about their lives and their bodies. SHE SOARS aims to reach marginalized and vulnerable out-of-school adolescent girls with cross cutting identities (e.g. married, mothers, single mothers, differently-abled, and Child, Early and Forced Marriage (CEFM) and Gender-Based Violence (GBV) survivors). The project will transform restrictive legal, sociocultural, religious, and political norms and structures that limit their access to quality SRHR services in Mambwe, Chadiza and Kasenengwa Districts of Eastern province Of Zambia.
• It is against this background that Restless Development Zambia, through this project, seeks the services of a consultant to develop comprehensive gender youth responsive, inclusive and tailored curriculum packages for girls’ and boys’ groups. The deliverables to be realized from this assignment are meant to contribute towards improved SRHR knowledge among adolescent girls and boys and increase utilization of SRHR services in the project districts. Specifically, this curriculum will help to deliver evidence-informed SRHR interventions addressing the root causes of gender-based inequalities that result in poor SRHR outcomes, and that limit life choices and opportunities for out of school adolescent girls.

Deliverables
• The consultant will meet the following deliverables in line with the agreed timetable (to be confirmed at the start of the consultancy):
• Deliverable 1: Comprehensive Status Report on the needs and aspirations of boys and girls, Gender and social norms.
• Submission of all data and final report to Restless Development before contract end-date.
• A PowerPoint presentation should be made available to Restless Development explaining the highlights of the assessment findings, one that can be shared internally and externally.
• Incorporation of comments and feedback as presented by Restless Development team members
• Deliverable 2): Holistic gender trans-formative curriculum, co-designed with adolescent girls and boys themselves, developed with a strong male engagement component.

Consultant Requirement
• The Consultant must be able to demonstrate the following experience and expertise:
• Preferred Experience
• Experience working with different organizations including youth organizations, NGOs, UN agencies and government bodies in a similar assignment or tasks.
• Demonstrated experience in consultations on curriculum and materials development on gender and Sexual and reproductive health.
• Experience of collecting and analysing data (For example; surveys, focus groups)
• Must have extensive knowledge/experience in Adolescent Sexual Reproductive Health programming and current trends globally and locally (Zambian Context) Experience in leading multi-disciplinary teams to deliver quality products in high stress and short deadline situations;
• Proven work experience in Curriculum Development and other information Materials for boys and girls
• Demonstrated experience assessing and analysing complex situations in order to briefly and clearly explain critical issues;
• Experience in delivering with flexibility quality products in high stress and short deadline situations
• Proven understanding of the health and education sector is an asset
• Possess facilities and equipment to conduct research, communication considering social distancing due to COVID-19
• Strong intercultural competences

Skills / Technical Knowledge:
• Excellent written and presentation skills (English)
• Excellent analytical and report writing skills
• Strong communication skills
• Must be a self-starter and be able to work independently with excellent demonstrated teamwork, coordination and facilitation skills;
• Ability to work in a multicultural team environment and to deliver under pressure/meet deadlines
• Ability to network with partners on various levels
• Comfortable with the necessary computer skills.

Qualifications
• A university degree at postgraduate level in the Gender, development studies or other relevant field of study.
• Language requirements:
• Expert knowledge of English

Assignment Location
• Chadiza, Kasenengwa and Mambwe Districts of Eastern Province of Zambia: Depending on the Covid situation, He/She is expected to meet physically with Youth Researchers, staff, community youths particularly adolescent girls and young women in the 3 Districts.

Budget And Payment Schedule
• Restless Development will make available a maximum budget of ZMW 188,285 tax inclusive to the successful consultant for the successful completion of the deliverables outlined.
• The successful consultant shall be expected to design a work plan and corresponding budget to be appended to this Terms of Reference and approved by Restless Development before work commences.
• The consultant will issue an invoice to Restless Development in line with the following payment schedule, following delivery of the outputs to Restless Development’s expected level of quality:
• 50% of total budget at the start of consultancy, after submission of and approval of inception report
• 20% after submission of draft documents of deliverable 2.
• 30% Balance payment following completion of and approval by Restless Development, of all agreed deliverables.

Expression Of Interest Submission
• Consultants meeting the above criteria are invited to submit an Expression of Interest (EOI) by email to Restless Development via the email: zambiajobs@restlessdevelopment.org with the subject line “EOI for Restless Development Zambia SHE SOARS Curriculum Development.” By 9th September, 2022.
• The main body of the EOI should be a maximum of four pages and should include the following:

A (4-page max) cover letter including:
• Demonstrating an understanding of the requirements of the TORs;
• Proposed approach and methodology to reach the objectives of these TORs
• Financial Proposal for completing this work
• Any recommendations or modifications related to the TORs
• Qualifications and demonstrated experience in conducting Research work
• Proposed schedule of availability.
• Consultant’s daytime phone numbers and email contacts.

• A (3-page max) CV of the Consultant, outlining previous experience and accomplishments as it relates to the skills and knowledge needed to fulfill the requirements of the TOR.

List of three referees who can attest to Consultant’s experience and expertise as it relates to this Organization and TOR.
