JSH is implementing the USAID Controlling HIV Epidemic for Key and Underserved Populations
(CHEKUPII) Activity which was awarded on September 13, 2022, with implementation through September 6, 2027. The Activity aims to support the Ministry of Health in mitigating against and attaining HIV epidemic control by increasing equitable access to, and use of person-centered, community-driven, and high-quality HIV prevention services for key and underserved (priority) populations. USAID CHEKUP II Activity operates in seven districts with the highest HIV-burden in Zambia. USAID CHEKUP II Activity seeks dynamic and highly experienced candidates to fill the following vacant positions.

Job Title: District Epidemic Control Centre (DEpiCC) Economic Strengthening Coordinator
Location: Kabwe (1 Position)
Duration: Full-time position
Reports to: DEpiCC Manager
1. Role’s Purpose
The District Epidemic Control Centre (DEpiCC) Economic Strengthening Coordinator leads the implementation of interventions to increase uptake and sustained use of economic strengthening activities targeted at Key and underserved priority populations, in the highest HIV-burden provinces of Zambia.
This is a full-time position. There will be one position to be based in Kabwe with a dual role and responsibility of Kapiri Mposhi. The coordinator will be supervised by the by the Kabwe DEpiCC Manager, with secondary technical supervision from the Economic Strengthening Advisor.
2. Tasks and Responsibilities
General
● Provide day-to-day supervision for all CHEKUP II staff working at the district level working on districtlevel economic strengthening interventions
● Lead implementation of district-specific public-private sector models, enhancing economic strengthening activities for CHEKUP II beneficiaries.
● Implement strategies to mobilise and leverage financial and non-financial resources and incentives to improve beneficiary linkages to the private sector, including support for internships and journey to employability.
● Establish networks and strategic partnerships to enable sustainable implementation of districtlevel economic strengthening interventions
● Adhere to JSH’s personnel, financial, operations and fraud management policies.
● Perform other duties as guided by the supervisor consistent with CHEKUP II’s objectives.
● Lead in the orientation of relevant internal and external stakeholders on the ES strategic framework and alternative pathways for priority populations.
● Lead in the preparation and implementation of quarterly work plans and activity memos in collaboration with the DEpiCC Manager and ES Advisor.
● Lead in the implementation of ES activities according to the approved quarterly work plan, activity memo and budget in collaboration with relevant cadres internally and externally.
● Lead in the preparation of district/s periodic reports (monthly, quarterly and annual) in collaboration with the SI Coordinator and the DEpiCC Manager. Support the ES Advisor in the preparation of the consolidated ES pillar reports.
● Engage key private, public and CSO stakeholders in constructive dialogue in support of ES interventions in the short and long term in collaboration with the DEpiCC Manager.
● Actively participate in joint JSH ES team platforms.
● Propose innovative evidence-based ideas and models that add value to ES interventions in USAID.
DREAMS
● Lead in the orientation of relevant internal and external stakeholders on the ES strategic framework and alternative pathways for the priority population.
● Facilitate training for the ES district team/s on ES concepts, approaches and tools in collaboration with relevant District Coordinators e.g., the SI Coordinator.
● Provide leadership and oversight over data collection and storage as well as other required documentation of ES activities by ES Connectors and Mentors in DHS2 collaboration with the Site Coordinator.
● Provide oversight in the orientation and implementation of relevant Standard Operating Procedures e.g.
the Kozo Girls SOP at district and DREAMS Site level.
● Support Kozo Girls in market research and securing of large orders. Provide oversight on the production and supply of quality products by Kozo Girls.
● Support in the successful implementation of the satellite training programs e.g. Kozo Girls certification training program.
● Liaise with private and public sector Vocational Skills Training service providers to ensure identification and implementation of tailored training curriculum for beneficiaries.
● Lead in the identification of internship hosts in close collaboration with ES Connectors and the DEpiCC Manager.
Priority Population
● Lead in profiling and screening of eligible beneficiaries based on approved templates.
● Lead in identifying beneficiaries of various alternative pathways for priority sub-populations.
● Linking with various service provides (private, public, civil society) in tailored service provision e.g., training in short term income generating activities (IGA).
● Facilitate incubation and growth of beneficiary business start-ups.
● Facilitate training in key thematic focus areas among the beneficiaries e.g., village savings and loan association model in collaboration with ES district team members.
Key Population
● Lead in capacity building of client advisors and other cadres in JSH and in Civil Society Organizations (CSO) sub-awardees on ES strategies, approaches and models in collaboration with the DEpiCC Manager.
● Accompany and mentor client advisors on using ES tools and training manuals.
● Lead in quality assurance, supportive and collaborative strategic engagement with CSO sub-awardees to ensure that ES deliverables are implemented with high levels of fidelity in collaboration with the DEpiCC Manager and the ES Advisor.
3. Education, Experience, Knowledge, Skills and Behaviours:
• Undergraduate degree in public health, business, economics, policy, demography, or related discipline. Master’s Degree or its equivalent is an added advantage;
• At least four (4) years of experience in global health, health policy, private health sector, market systems, healthcare management consulting or other relevant private and public sector experience;
• Demonstrated experience successfully engaging with public and private sector partners;
• Experience working in HIV Programs in the private sector an advantage;
• Must have excellent communication (English and language spoken in implementation district), interpersonal, analytical, decision-making, conflict management, empathy, negotiation and networking skills.
