Value Chain Expert to carry out Zambia Dairy Industry Expansion Study ZDTP
Prime International Consulting Ltd is seeking a Consultant / Consultancy Team to carry out a dairy industry expansion study as part of the Zambia Dairy Transformation Programme (ZDTP).
The ZDTP is a five-year, New Zealand funded programme (January 2017 to December 2021) which is working to ‘sustainably strengthen the Zambian dairy value chain by increasing the quantity and quality of milk produced by smallholder farmers for commercial sale’.
As part of its work, ZDTP is working closely with the Ministry of Fisheries and Livestock (MFL) and Dairy Association of Zambia (DAZ) to develop recommendations around how the dairy industry in Zambia can expand geographically in order to ensure milk supply meets market demand for quality milk and milk products.
In order to help meet the dairy needs of the Zambian populace, decrease the reliance on imported milk powder, plus ensure adequate extension and animal health services are available to support farmers to produce sustained supplies of quality milk, expansion needs to be planned and well managed. Accordingly, a feasibility study on industry geographic expansion is required to understand the current status of the industry along the value chain[1]. As many interventions have already been tried, it is also necessary to compile lessons learned from dairy development programmes and actors who are / have been in the dairy value chain in order to recommend what can be done going forward to satisfy market demand for milk and related employment in outlying areas.
During the two years ZDTP has been running, the Country Programme Manager and senior staff have built up a strong network of contacts within the industry and are able to support the organisation of meetings in advance of any visit by the consultant (consultancy team).
The programme also has a strong repository of dairy related literature (research papers, policy papers, programme evaluations and reports) and has carried out a review of dairy related legislation. All these materials can be made available to the consultant (consultancy team) in advance of the assignment.
This Terms of Reference has been compiled through consultation with senior staff at the Ministry of Fisheries and Livestock; Ministry of Commerce Trade and Industry and Dairy Association of Zambia. .
Job Responsibilities:
1. Interview key actors in the dairy value chain to understand their role in the industry, their challenges to meet current market demand, plans for expansion, capture lessons learned and develop recommendations for geographic expansion of the industry.
2. Develop a report which includes:
o An overview of the industry and dairy value chain (including Product ranges currently being produced, seasonal fluctuations in production, productivity – yields of different categories of farmers, GIS mapping for farms / milk collection points1, import competition);
o An assessment of markets and potential for an expanded industry to service them including current status and future projections;
o A GIS based map (or series of maps) to show the current geographic footprint of dairy production in Zambia and its potential expansion areas[2];
o An outline of challenges actors currently face / have faced that have impacted on their success, ability to expand / develop and sustainability;
o A list of factors that have contributed to the success of actors, either in expansion / sustainability of their business;
3. Lessons learned from actors that can be translated into policy recommendations for industry expansion;
4. Key constraints to industry expansion and solutions to overcome them, where feasible;
5. Potential sources of funding / funding modalities to drive industry expansion;
6. Consideration of cross cutting issues of gender, environmental sustainability / impact, One Health, antimicrobial resistance (AMR) and ensure the recommendations take account of these internationally important / emerging issues.
7. Present initial findings of the draft report to senior officials at the Ministry of Fisheries and Livestock and the wider industry for validation / additional input.

Job Qualifications:
1. At least ten years’ experience of agricultural value chain analysis which has included development of reports which have led to policy development and industry change;
2. Demonstrated understanding of market systems in chilled livestock products / dairy industry;
3. Experience carrying out interviews with a range of actors (including via translation) and using the information to develop reports and recommendations for industry bodies;
4. Experience of GIS mapping;
5. Understanding of cross cutting and internationally important issues which are relevant to the dairy value chain, such as gender, climate resilience, environmental sustainability, one health, antimicrobial resistance
6. Solid understanding of smallholder livestock farming (ideally dairy) and the constraints / opportunities which the external context, policies and legislation can have;
7. Critical thinker;
8. Excellent communication skills in English, both written and oral;
9. History of collaboration with other actors;
10. Strong skills in relevant Microsoft Office packages (Word, Excel, Powerpoint);
11. Previous experience of working in Africa, especially Zambia, is desirable.
