JOB DETAILS:
Background:
The University of California San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention-Zambia (CDC-Zambia) to providing technical assistance (TA) to the General Republic of Zambia (GRZ) and Implementing partners (IPs) to improve data quality and increase use of HIV-related data for programmatic planning. We are recruiting a Data Quality Improvement specialist to provide technical assistance for expanding and strengthening the multi-level Data Quality Monitoring & Improvement System (DQMIS), focused on assessing site-level data quality, guiding quality improvement plans, reporting results and monitoring progress. This position is listed as a consultancy agreement and requires a one-year commitment, with the potential for an extension at the end of the period, subject to funding availability. .

Roles and responsibilities:
• Provide in-person support to CDC-Zambia Implementing Partners and PHO-M&E leads for monitoring site-level data quality at PEPFAR supported sites.
• Conduct site visits with IP and DHIOs to provide ongoing capacity building of site-level cadres in using the DQMIS tools and the resulting data for quality improvement.
• Support quarterly DQMIS data collection and reporting
• Conduct QA/QC on all DQMIS reports submitted by the implementing partners before submitting to UCSF HQ.
• Monitor the roll-out of the tools at the facility level and provide technical assistance and troubleshooting as needed.
• Monitor and support the roll-up of DQMIS results from IPs to DHO to UCSF and CDC-Zambia.
• Support CDC-Zambia and implementing partners to streamline and strengthen existing monthly and quarterly reporting structures and systems.
• Provide mentorship in data management procedures and methods using in Microsoft Excel

• Strong interpersonal skills
• Ability to summarize disparate information in a clear and concise manner
• Working knowledge of statistical software (e.g., STATA, SAS, R, etc.) preferred.
• Willingness to work occasionally during evening hours to participate in phone calls

Minimum Requirements:
• A Master’s degree in public health, epidemiology, data management, statistics, monitoring and evaluation or equivalent degree with five years of demonstrable work experience in monitoring and evaluation.
• At least 3 years of experience working with PEFPAR Monitoring, Evaluation and Reporting (MER) and the Health Management Information System (HMIS) indicators, procedures and timelines.
• Experience in quality improvement approaches, including designing data quality control and improvement activities for HIV patient monitoring, routine reporting and performance monitoring.
• Experience in writing procedures relating to routine program monitoring data, including collection, storage, reporting, sharing and dissemination.
• Availability to travel in-country to support the MOH and its partners in the planning, implementation and monitoring of data quality related activities.
• Advanced proficiency in Microsoft Excel, including writing complex formulas and creating pivot tables including using functions like VLOOKUP and HLOOKUP, INDEX MATCH etc.
• Ability to network and work with key stakeholders including government, implementing partners and SmartCare software development teams.
• Solid knowledge and expertise in monitoring and evaluation, data analysis and database management.
• Demonstrated oral and written communication skills.
• Fluency in English, Bemba and Nyanja is required.
