JOB DETAILS:
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:

44.0 DEBT ENFORCEMENT OFFICER – GRADE ZRA06 (1 POSITION) ENFORCEMENT DEPARTMENT

A. PURPOSE
Reporting directly to the Senior Debt Enforcement officer the job holder will be responsible for assisting the Debt Enforcement Officer by ensuring the recovery of unpaid taxes from non – compliant Taxpayers through enforcement of debt collection tools as well as analyzing trends in debt collection statistics.

B. MAIN DUTIES/ACCOUNTABILITIES
• Implementing the recovery of outstanding taxes through structuring and authorization of debt payment plans;
• Devising appropriate strategies and actions to be taken in order to recover outstanding debts;
• Implementing procedures and policies for management and enforcement of non- compliant taxpayers;
• Implementation of Debt Recovery policies and procedures and ensure improvement of debt collection;
• Reporting on trends in debt collection statistics;
• Carrying out research in relevant areas and implement specific programs to improve debt collection;
• Utilising the debt module on TaxOnline;
• Liaising and coordinate with other operational divisions on debt related issues;
• Preparing Weekly, Monthly, Quarterly and Ad-hoc reports on the activities of the unit;
• Issuing of enforcement tools such as; - garnishee orders, warrants of distress, Charge on land and the court process;
• Ensuring key performance indicators are achieved;
• Ensuring that Quality is maintained in all work processes;
• Incorporating international best practice in work processes;
• Preparing & Implementing unit plans drawn from the divisional action plan;
• Preparing monthly activity and other relevant management reports;
• Conforming to operational budget for the unit and monitor implementation of the approved budget;
• Implementing the PMDCS in accordance with HR guidelines;
• Implementing programs to reduce the likeliness of the occurrence of fraud and corruption;
• Applying risk Management in all work processes;
• Reviewing accuracy and consistency of information on the debt; and
• Facilitating and support all HIV/AIDS activities in the unit.

C. MINIMUM REQUIREMENTS
• Grade Twelve School Certificate/General Certificate of Education Equivalent;
• Degree in a business-related qualification such as Degree in Accountancy, Banking & Finance, Economics, Law and Commerce;
• Minimum of two (2) years relevant post qualifying work experience; and
• Must have worked for a minimum of one year six months in their current grade.
