Our client in Lusaka is looking for a Deputy Programme Manager to join their team for a job vacancy within the NGO sector.

Deputy Programme Manager

Location            : Lusaka

Reporting to    : Programme Manager

Designation

The Deputy Project Manager is responsible for ensuring on-the-ground project implementation under the direction of the Programme Manager and with reference to existing Project Management Tools.

KEY RESPONSIBILITIES

Medical Education (40%)

  • Ensure sustainability of the preceptorship training for each VCE site in collaboration with local partners
  • Facilitate the accreditation of the Vocational Centres of Excellence (VCE) in six provincial hospitals for different continuous development programmes
  • Coordinate the sponsorship of post graduate students by the organisation
  • Timely and effective planning for preceptorship training and mentorship across all VCE sites
  • Work with local academic partners to ensure smooth delivery of the multidisciplinary preceptorship training

Monitoring Evaluation Research Learning and Advocacy (20%)

  • Work closely with the monitoring evaluation research learning and advocacy officer (MERLA Officer) to successfully monitor and evaluate project activities.
  • Support innovation in MERLA, including bookings, learning experience and overall utilisation
  • Supervise the analysis and utilisation of the VCE utilisation reports
  • Contribute to the organisation’s annual project management tools (i.e. YPO) with the Programme Manager through which to manage the smooth implementation and reporting of the project.
  • Support the writing of periodic reports to the satisfaction of the funder

Systems Strengthening (20%)

  • Drive the partnership documentation – i.e. MoU and agreed operational plans
  • Support appropriately implementing the SOPs e.g, support local VCE management meetings, ensure equipment should is working all the time, if the need arises, repairs and replacements should be done promptly
  • Be in constant communication with the VCE site management team for any relevant engagements
  • Ensure appropriate support and management of the VCE learning environment and ensure the VCEs are always integrated into hospital management systems (e.g. clean)
  • Ensure that strategies are in place for the smooth running of the VCE

Construction (5%)

  • Liaise with the Project Engineer and other key partners (local health leadership teams and contractors) to plan the design, siting, and eventual launch and handover of the new vocational training facilities at various selected sites.
  • Work with the organisation’s construction community of practice and Project Engineer to procure and manage contractors and support the timely construction of the Vocational Centre of Excellence (VCE).
  • Raise with senior colleagues any concerns relating to the VCE build and development and lead on any mitigation planning.
  • Ensure a successful turnkey handover of the facilities to the eventual owning local partners, working with the Project Manager on the agreement of an MoU with those partners governing the organisation’s role in support into the future.

E-Learning Support (10%)

  • Improve the functionality of the e-learning suite
  • Lobby for programs to be installed that the students can access, including smart care and other e-learning programs relevant
  • Lobby for digital libraries for the facilities
  • Source NGOs working in a similar space to collaborate with the organisation.

Organisation (5%)

  • As one of the organisation staff members, play a part in supporting the development of the organisation and culture, and work closely with the Project Manager.
  • Demonstrate integrity by modelling the organisation values and ethical standards.
  • Promote the vision, mission, and strategic goals of the organisation.

QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Clinical based University Degree or its equivalent, additional qualification in medical education is an added advantage
  • Work experience in the clinical area or other health related field (2-5years)
  • Strong influence, coordination, and management skills
  • Experience in project implementation in developmental programmes implemented by government or Non-Governmental Organisations
  • Excellent knowledge of monitoring and application of methodology; good understanding of capacity assessment methodology; excellent ability to identify significant capacity-building opportunities
  • Evidence of strong writing, analytical and presentation skills
  • Experience in medical education or implementing such programs
  • Familiar with e-learning systems within the healthcare force
  • Track record of research publications in peer reviewed journals
