Deputy Registrar – Administration and Human Resource
Reports to: Registrar
Job Purpose
To assist the Registrar in providing human resources management and support services to academic and non-academic staff of the University; servicing of Council and its Committees and general administration. Facilitate the achievement of the University’s business objectives and the necessary performance culture change.
Main Duties
• Manages the process of staff recruitments, induction, training and development.
• Interprets and implements the University’s terms and conditions of service, management decisions and policies relating to employment, compensation, training and development and staff welfare.
• Administrates and monitors the Performance Management System.
• Manages and supervises the Human Resource Information System aimed at maintaining up to date Human Resource records and aggregate data required for establishment control, management reports and administration of Human Resource procedures.
• Ensures that job descriptions are written and agreed with Deans of Schools and Heads of Departments for administrative positions.
• Administrates the University’s Disciplinary Code and Grievance Procedures so as to maintain discipline and industrial harmony.
• Implements University’s staff welfare policies and programmes to boost employee morale and motivation, to enhance productivity.
• Coordinates and monitors training needs analysis and ensure effective
• planning and implementation of training and development Programmes and other learning events at the Centre.
• Assists the Registrar to develop and implement forward thinking Human Resource Policies.
• Agrees monitors and reviews performance of subordinates to ensure that they work towards meeting their performance targets.
• Assists Registrar in providing Secretarial Services to Council, Council Committees and Management.
• Supervise subordinates engaged in various activities such as transport, facilities maintenance, security and staff welfare.
Qualifications and Experience
• Grade 12 School Certificate or its equivalent with at least five credits including English and Mathematics.
• An earned Bachelor’s degree in any Social Science, Business or Educational Administration field.
• An earned Master’s degree in any Social Science, Business or Higher Education Management field.
• Member of Zambia Institute of Human Resources Management (ZIHRM).
• At least Five (5) years Administrative and Human Resource work experience with at least three (3) years in a similar position in a University or any reputable organization.
Required Competencies
• Working Knowledge of the Zambian Employment and Labour Relations Laws.
• Knowledge of the Higher Education Regulatory Framework in Zambia.
• Excellent interpersonal and communication skills.
• Analytical, organizational and leadership skills.
• Excellent strategic planning skills.
• Excellent writing and presentation skills.
• Excellent ICT skills.

• Honesty and reliable with high moral strength.
• High degree of attention to detail.
• High degree of integrity.
• Ability to work with minimum supervision.
