CARE Zambia an International Non-Governmental relief and development organization with various projects in Central, Copperbelt, Eastern, Muchinga, Luapula, Lusaka, Northern, North-western, and Southern provinces of Zambia, has the following vacancies available in Lusaka and Chipata under an Adolescent Sexual Reproductive Health Rights (ASRHR) project.

Job Summary
The Development Coordinator – Gender/ASRHR will provide coordinated technical support in gender mainstreaming and ASRHR programming focusing on planning & budgeting, implementation, and monitoring of the ASRHR project. In addition, s/he will provide direct managerial and strategic advice to project staff and other implementing partners in gender and ASRHR programming. The position will work closely with the Program Manager – Gender, Equity and Social Inclusion (GESI) as s/he leads the development, implementation, and monitoring of the gender and ASRHR component of the project to enable it to accomplish its objectives within the agreed framework. Liaison with current and potential donors, relevant GRZ ministries, international and local NGOs and other stakeholders involved in gender and ASRHR programming will be required.
Specific Deliverables, Responsibilities and Tasks
• Lead the development of the project’s gender equality strategy in Zambia, based on the findings of the gender analysis.
• Support enhanced delivery of gender mainstreaming of ASRH services in all supported communities and by partner organizations in line with project’s gender equality strategy and update on an ongoing basis.
• Develop work plan based on the approved projects work plan detailing activities to be undertaken and, support required from the Project Manager
• Point person for all project Gender and ASRH activities in the selected project sites. The holder will coordinate, identify and mobilize stakeholders and partners in the implementation of activities, oversee activity roll out, implement and sustain knowledge and demand for services
• Co-organize with youth forums and create awareness and understanding of the GE project activities amongst service providers, community resource persons, and communities served through regular meetings.
• Liaise with Health Authorities, conduct capacity building needs assessment and represent CARE at provincial level in regards to Gender and ASRHR.
• Actively participate in the drawing, implementation and supervision of quarterly and annual project implementation plan.
• Establish and maintain effective follow-up and support system for partner agencies on Gender and ASRHR components as planned, ensuring good performance of all Gender and ASRH indicators.
• Coordinate training of Community resource persons, opinion leaders, established health facility structures and district and provincial authorities on ASRHR and relevant behaviour change methodologies including Social Action and Analysis (SAA).
• Implement and monitor community accountability mechanisms and implement PSHEA training with project staff
• In liaison with the Project Manager and the MEAL Coordinator, conduct training and orientation of Partners staff, District and Provincial Health staff, Volunteers and other relevant collaborating partners on CARE’s gender equality framework and GE data requirements for the program, management, data for decision making and support the implementation of feminist MEAL methodologies;
• Support qualitative data collection and monitoring to inform project activities that relate to gender and social norms transformation
• Extracting, compiling and analysing data based on set indicators on a monthly basis; and using the data, analyse performance of indicators per implementing partner (geographical coverage) to submit timely monthly project activities progress reports. Using the data, develop action points and incorporate them in the monthly supervision work plans to:
• Identify and document challenges in implementation that would have negative impact and or undermine the performance of the project or negatively impact project participants and communities. Identify solutions with communities and project participants and implement actions on timely basis to avert negative performance and support CARE’s do no harm approach.
• Lead on the implementation of the GE strategy for the project in Zambia supporting partners and consolidating activities and monitoring data for reporting.
• Documenting information and write reports of all project activities undertaken at least 5 days after implementation, type and share with Project Manager and MEAL Coordinator. Use information generated by the activities to analyse gaps and plan for appropriate mitigation
• Share monthly data on indicator performance, discuss and ensure they are aware of the indicators performance and that they are able to identify actions to enhance performance
• Timely respond to all data queries arising from partners, health facilities and community-based indicator performance
• Maintain an updated data base for all beneficiaries in the assigned area of operations.
• Documentation of program successes and dissemination of lessons, best/promising practices within and externally on GE activities and ASRHR learning.
• Document project case studies and promising practices and share these in project reports, national and regional forums and journals.
• Undertake supportive supervision to various implementing partners to offer quality ASRHR and integrated services, while mentoring and training IP staff, community health workers to deliver technically correct and quality services.
• Support CHWs, HCWs and other partners to develop work plans in line with project targets and deliverables expected and support the Government and IPs to supervise the implementation of the same
• Ensure the health workers and CHWs are updated on all protocols for guiding them in implementing quality SRHMNH services and any other health services that CARE will be supporting.
• At least once monthly, undertake data audit supervision to ensure that data is entered correctly
• Developing individual operation plans and supervision plans to enhance focused support to IPs and Government in the project area.
• Represent CARE in relevant district and provincial planning meetings.
• Establish and maintain a good working relationship with other CARE colleagues and project staff, Partner agencies, government, CBOs and other stakeholders and enhance CARE image.
• Actively participate in joint project sessions convened by the project leadership teams as called from time to time.
• Enhance team work and synergy in programming and CAREs activities.
• Participate in project GE Community of Practice
• Work closely with CARE Canada Gender Specialists
Qualifications and Experience:
• Bachelor’s degree in Social or Health sciences, Public Health or other related field
• Additionally, possession of a Master’s Degree in Social work, other Social Sciences, Community health or related field will be an added advantage.
• At least five years’ experience in health-related work, especially Adolescents Sexual Reproductive Health and Rights projects
• Demonstrated experience in staff management and coordination.
• Demonstrated experience in Gender Equality, human rights and health programming
• Proven strong interpersonal skills in dealing with audiences from various backgrounds including, but not limited to; government officials, donors, other stakeholders, clients and project staff.
• Proven strong leadership skills.
• A broad grasp of socio-cultural economic issues with respect to gender and ASRH
• Technical knowledge in Adolescents Sexual and Reproductive Health and Rights
• Training/coaching/ Facilitation skills
• Strong conceptual and analytical skills
• The ability to work independently, think innovatively and strategically and work effectively within a team
• Excellent verbal and written communication skills
• Detailed understanding and experience of gender and diversity issues and commitment to addressing inequalities in all the key areas of responsibility
