Terms of Reference (ToR) for Consultant to Lead the Development of the Country Strategy Paper (CSP) for People’s Process on Housing and Poverty in Zambia (2025-2029)
1. Background
The People’s Process on Housing and Poverty in Zambia (PPHPZ) is an organization committed to improving housing conditions, promoting inclusive community development, and addressing poverty, particularly in informal settlements. As part of its strategic planning process, PPHPZ seeks to develop a new Country Strategy Paper (CSP) for the period 2025-2029, which will guide its operations, partnerships, and interventions over the next five years.
PPHPZ is therefore seeking a qualified and experienced consultant to lead the development of this strategy in close collaboration with internal stakeholders, including staff and partners.
2. Purpose of the Consultancy
The consultant will be responsible for leading the entire process of developing the new CSP (2025-2029) for PPHPZ, ensuring that it is aligned with the organization’s Theory of Change, mission, and strategic goals. The consultant will provide expert guidance, develop key components of the strategy, and ensure that the process is participatory and inclusive.
3. Objectives of the Consultancy
- Review the existing Theory of Change and the previous Country Strategy Paper (CSP) to inform the development of the new strategy.
- Develop appropriate data collection tools for gathering input from stakeholders.
- Coordinate data collection activities, working closely with PPHPZ and Zambia Homeless and Poor People’s Federation teams.
- Analyze data collected, and use insights to guide the development of the new CSP.
- Draft the new CSP (2025-2029) in alignment with PPHPZ’s priorities, objectives, and external context.
- Ensure that the final strategy is actionable, with clear objectives, outcomes, and performance metrics.
4. Scope of Work
The consultant will perform the following key tasks:
- Review & Analysis: Conduct a review of the organization’s Theory of Change and the existing CSP to assess what worked well and identify areas for improvement.
- Tool Development: Create data collection tools for obtaining feedback from staff, stakeholders, and beneficiaries to ensure that the new strategy is comprehensive and informed by a wide range of perspectives.
- Training & Orientation: Orient PPHPZ staff on the use of data collection tools and methodologies to ensure consistent and accurate data gathering.
- Data Collection: Coordinate data collection in collaboration with PPHPZ and ZHPPF teams, involving relevant stakeholders such as staff, partners, and beneficiaries.
- Data Analysis: Conduct thorough data entry, cleaning, and analysis to extract key insights and trends that will inform the new strategy.
- Drafting the CSP: Lead the drafting of the new CSP (2025-2029) based on evidence, consultation feedback, and organizational priorities.
- Finalization and Launch: Work with PPHPZ to finalize the strategy and support the launch of the new CSP.
5. Deliverables
- A comprehensive review report of the current Theory of Change and previous CSP.
- Data collection tools tailored to PPHPZ’s strategic objectives.
- Lead the data collection process
- A data analysis report outlining key findings from stakeholder consultations.
- A draft of the CSP (2025-2029) for review by PPHPZ.
- Finalized CSP document, ready for implementation and launch.
- Presentation of the new CSP to PPHPZ staff and stakeholders.
6. Timeframe
The consultancy will be for a period of 6 weeks, starting from the date of contract signing, with specific deliverables expected within the following timelines:
- Review of Theory of Change and CSP: 1 Week
- Development of Data Collection Tools: 1 Week
- Staff Orientation on Data Collection Tools: 2 Hours
- Data Collection: 1 Week
- Data Entry, Cleaning, and Analysis: 1 Week
- Development of the New CSP: 2 Weeks
- Launch of the New CSP: 1 Day
7. Qualifications and Experience
The consultant should have the following qualifications:
- Advanced degree in Development Studies, Demography or related Social Sciences, Strategic Management, or related fields.
- Proven experience in strategic planning, especially within the development or non-profit sector.
- Experience in conducting participatory research and data collection in resource-constrained environments.
- Strong analytical and report-writing skills.
- Familiarity with the housing, poverty, climate change and community development sectors in Zambia.
8. Reporting
The consultant will report to the Country Coordinator of PPHPZ and work closely with the organization’s strategic planning team.
