JOB DETAILS:
• Our client, an NGO that works to support the creation of an enabling environment that incentivizes productive investments in trade, agriculture, energy, eco-tourism and sustainable natural resource management, is looking for a Director – Monitoring, Evaluation, Collaboration, Learning and Adapting (MECLA) to join their team.
• The Director – Monitoring, Evaluation, Collaboration, Learning and Adapting (MECLA) will be responsible for strategic leadership on Project implementation and performance management, supporting the Chief of Party (COP) to track progress against stipulated goals, objectives, and approved work plans. S/he will support strategic planning and decision making on Project implementation, conduct Project performance reviews, implement the Project’s learning and adaptation agenda, and coordinate with external stakeholders.

Key Tasks and Responsibilities
• Support strategic planning and decision making on Project implementation, conduct Project performance reviews, implement the Project’s learning and adaptation agenda, and coordinate with external stakeholders.
• Supervise the MEL Specialist and Communications Specialist in their roles and provide ongoing capacity building.
• Support the COP and Director of Finance and Admin in Project decision making and planning to ensure successful implementation of the Project.
• Keep their finger to the pulse on all communications on project activities in order to ensure successes and learnings are documented and used to inform changes in strategy.
• Capture and report on key takeaways, and track progress against identified adaptive management actions.
• Oversee and support high-level coordination between the Project and other cooperating partners, and other external partners as required.
• Facilitate work planning sessions and engage staff to design and implement Project activities that align with the Project theory of change and results frameworks; design/update results frameworks
• Track project performance and progress against work plans and stakeholder requests
• Provide technical assistance to staff and partner representatives in the use of monitoring, evaluation, learning, and CLA
• Design and implement team building activities as part of the Senior Management Team
• Provide strategic leadership for the Project MEL and CLA functions, learning, and knowledge management; including the supervision of the MEL Specialist and Communications Specialist
• Implement Project learning agenda; oversee documentation and communication of adaptive management process
• Lead quarterly and annual CLA/pause and reflect sessions; guide team to track and implement action items to build on successes.
• Design and implement internal and external knowledge exchange and learning events
• Coordinate participation of external stakeholders in learning events; facilitate and document collaboration and coordination with partners and stakeholders
• Implement the Activity Monitoring, Evaluation and Learning Plan (AMELP); oversee monitoring system and reporting of Project performance toward indicator targets
• Liaise with MEL experts, the Project Contracting Officer’s Representative (COR), and other Organizations contacts to conduct MEL and CLA in line with Mission objectives;
• Oversee data collection, data storage and management, analysis, and compilation for reporting on indicator targets in line with data quality requirements stipulated in our client’s policies and guidelines
• Prepare for and participate in Data Quality Assessment processes
• Oversee administration of the Annual Business Perceptions Survey and other monitoring/evaluation tools
• Liaise with Management on mid-term and end of project performance evaluations; lead on internal evaluations as required
• Provide strategic storytelling guidance and oversight on all reporting and communications materials in line with Branding Implementation Plan.

Desired Skills, Qualifications and Experience:
• Must be extremely well-organized, detail oriented and self-directed, with sound technical skills, analytical ability, good judgment, strong operational focus, strong leadership and supervisory skills.
• Must have a minimum of a Master’s Degree in Business Administration with focus on International Development, Project Management, Program Evaluation or other relevant qualifications.
• Must have a minimum of 10 years of relevant professional experience designing and implementing CLA activities, including demonstrated leadership in MEL and CLA in prior roles. Past experience in leading USAID projects in a similar capacity is an added advantage.
• Must have a minimum of 3 years leading and managing a project or program of similar complexity.
• Must have a track record of excellent past performance in similar roles and a deep interest in using MEL and CLA to enhance project performance.
• Must have prior experience on a donor-led project in private sector development, enterprise development, or trade/investment promotion in Zambia.
• Should be fluent in English and at least one other Zambian language.
• Should have an understanding of market systems development principles and private sector engagement principles.
• Should have demonstrable ability to synthesize and communicate complex information in writing for various audiences and purposes, especially within the USAID project ecosystem.
• Should have experience leading and facilitating participatory analysis and workshops to inform CLA and adaptive management.
• Should have experience leading and implementing CLA activities that will inform decisions to modify, cancel, or expand specific activities.
• Should have extensive experience developing and implementing MEL plans and systems for major donors and partners.
• Should have the ability to develop and maintain strong relationships and build trust with internal and external stakeholders including key entities in Government and Civil Society.
• Should possess demonstrable analytical and monitoring & evaluation skills to measure the impact of project activities, including experience designing research methodologies and conducting quantitative and qualitative data analysis.
