Job Title: Director Information Communication and Technology
Job Purpose:
The Director Information, Communication and Technology (ICT) is responsible for providing the leadership management and services necessary to ensure that LMMU has the proper ICT support for its operations. The office is also responsible for coordinating teams that provide information and communication technology hardware, software and solutions
Principal accountabilities:
• Oversee all ICT operations inducing staff and infrastructure in order to support Health and Academic Systems
• Coordinate development and implementation of the ICT policy and guidelines in order to support overall ICT performance of the Academic and Health Systems
• Develop, implement, and evaluate IT projects in line with organisational objectives and assess ICT requirements in order to establish ICT solutions/projects
• Approve, prioritise, and control projects and project portfolio as they relate to the selection, acquisition, development, and installation of major information systems
• Optimise costs of services through a mix of internal and external resources quantification;
• Supervise effectively the detailed analysis of information needs and usage in order to determine appropriate solutions for specific tasks;
• Oversee and manage the academic and Health ICT communication platforms, website, Facebook, twitter, etc.
• Ensure effectively, systems development in order to facilitate storage and retrieval of information for decision-making for management:
• Timely monitor and coordinate effectively the implementation of preventive maintenance procedures in order to prevent/minimise the loss of data in case of malfunction or corruption and prolong the life span of computer equipment
• Establish procedures and control methods necessary for the data and computer systems protection
• Develop, review and secure certification of all back up and disaster recovery procedures and plans;
• Undertake timely research on development activities in the information technology industry in order to provide quality guidance to the university on it trends
• Keep current trends, issues, prices, advice, and counsel the immediate supervisor and other concerned executive management on their competitive and financial advantage in the ICT industry:
• Identify new key technological developments that are likely to have potential strategic benefit to the academic and health systems and initiate projects for evaluation and acquisition
• Ensure effectively the maintenance of up-to-date databases in order to provide accurate information for decision-making;
• Supervise effectively subordinate staff in order to facilitate the attainment of the LMMU ICT objectives, and
• Manage effectively the implementation of individual work plans in order to monitor performance and facilitate appropriate remedial action in the department.
Qualifications, Experience And Skills:
• Grade 12 School Certificate or its equivalent which should include English Language and Mathematics;
• A Bachelor’s degree in Information Technology,
• Master’s degree in Information Technology:
• PhD will be an added advantage
• Microsoft/Linux Certification will be an added advantage;
• Moodle certification will be an added advantage
• Knowledge of Students records systems
• Sound knowledge of SQL databases and virtualization technologies
• Programming in Java, C# PHP Python
• Knowledge of Accounting Systems and Human Resource Management systems
• Firewall and Computer Security certification
• Sound knowledge of SQL databases and virtualization technologies
• Certification in Networking will be an added advantage
• Minimum often (10) years of work experience in various ICT environments preferably in a higher institution of learning,
• Possess proof of membership to a professional association or organisation
• Excellent verbal and written communication skills
