The Southern African Science Service Centre for Climate Change and Adaptive Land Management (SASSCAL) was established by five Southern African countries: Angola, Botswana, Namibia, South Africa, and Zambia with support from the Federal Republic of Germany. The overall objective of SASSCAL is to improve the livelihoods of people and to enhance adaptive land use and sustainable economic development in Southern Africa under the global change conditions with focus on research, capacity development and the provision of appropriate products and service.

The SASSCAL Regional Secretariat, is seeking to recruit a Director of Science and Technology/Capacity Development – (Windhoek, Namibia).
Reporting to the Executive Director, SASSCAL Regional Secretariat.
Duty station: SASSCAL Regional Secretariat, Windhoek, Namibia

The Director of Science and Technology/Capacity Development will head the Division of Science and Technology/Capacity Development. She/he will lead and coordinate the SASSCAL Research Portfolio in 5 Member States (Angola, Botswana, Namibia, South Africa, and Zambia. In so doing, he/she will work very closely with SASSCAL Programme Coordinators. The Director of Science, Technology and HCD is also expected to oversee the SASSCAL Open Access Data Centre and lead the production of relevant products and services. He/she is also responsible for dissemination of products, services and information as well as leading the implementation of SASSCAL Human Capital Development Program. Furthermore, he /she is responsible for leading grant proposal preparation as part of SASSCAL’s resource mobilisation strategy. She/he should be able to work under pressure and multi-task effectively.

Key Performance Areas:
• Responsible for implementing SASSCAL Research Programme in accordance with the regional and national level priorities set by the participating member States and oversee effective coordination of research tasks in five thematic areas: Agriculture, Biodiversity, Climate, Forestry and Water. This responsibility will include extensive close coordination with SASSCAL Programme Coordinators in Angola, Botswana, Namibia, South Africa and Zambia.
• Effectively track implementation of research activities and ensure timely preparation of reports.
• Play a leading role in the development of relevant science-based services and products that are based on regional priorities for use by a broad range of stakeholders in the region.
• Work very closely with the National Nodes and ensure timely preparation of Regional Secretariat and National Nodes reports.
• Facilitate human and institutional capacity development for the Regional Secretariat and National Nodes.
• Provide effective data management services for the Open Access Data Centre.
• Grant proposal preparation
• Lead the implementation of any other research related project under SASSCAL.

Minimum Job Requirements:
• A PhD in natural science with a very strong climate change research component supported by publication in peer review journals.
• Five (5) years of professional experience as a senior manager in a multinational research and Human Capital Development Programme/ Institution.
• Evidence of designing, leading, and managing multinational research project is required.
• Strong reporting and communication skills backed by evidence of reports prepared and presentation at National, Regional, and international conferences.
• Evidence of having led the development of climate services
• Experience in having used relevant geospatial analytical tools and relevant programming language and/or software commonly used in environmental/climate change monitoring assessment and applications development.

Skills and Knowledge Required:
• Knowledge and understanding of project/program management and development procedures
• Ability to work effectively under pressure, with diversity and multi-disciplinary teams.
• Excellent time-management and organizational skills.
• Outstanding verbal and written communication skills in English language (Portuguese would be an added advantage
• Proficient in MS office, remote sensing and GIS will serve as an advantage.
• Ability to maintain teamwork and harmonious working relationships with individuals of different national and cultural backgrounds.
• Willingness to travel extensively in the region.
