Project summary
The USAID Zambia Integrated Health (USAID ZIH) project aims to improve health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and family planning/reproductive health services, products, and information.
Summary
Reports to Provincial Medical Officer – Clinical Services. Works alongside the DHO counterpart to provide high-quality, client-centered HIV, TB/HIV, MNCH, and family planning/reproductive health services in supported districts and facilities. This includes but not limited providing support to HIV Testing and Counselling (HTC), Prevention of Mother-to-Child Transmission (PMTCT), Treatment and Care services, TB services and Cervical Cancer prevention and care services and VMMC.
Main duties
• Assist to strengthen the district capacity in implementation of FP/RH/MNCH and HIV/TB services that make up the HIV continuum of care including prevention, care and support, and impact mitigation aspects of the health sector response to HIV/AIDS.
• Assists DHO with the development, updating, and implementation of HIV/AIDS care, treatment, and support services, policies, and SOPs that are sensitive to quality of care and equity of service.
• Alongside DHO, conduct joint mentorship and direct service in FP/RH/MNCH, CaCx, VMMC and HIV in health facilities and communities.
• Organizes and facilitates standardized training of counterparts in all aspect of HIV program
• Provides mentorship and ensures quality of care in the designated clinics/districts in all aspects of comprehensive HIV care and treatment services including medical care, Antiretroviral therapy (ART) administration, system implementation, adherence counseling, dispensing and ongoing quality assurance and improvement at facility level.
• Participates in DHO program monitoring and SIMS, document finding and assist sites to develop remedial measures and implementation of recommendations.
• Works closely with the district/facility health staff and other IPs to prioritize key indicators, scale HIV services and achieve set targets.
• Participates in different national meetings and workshops on TB/HIV. (Weekly dashboard, ECHO, TWG, Coag…)
• Performs timely and regular analyses of site and district level performance in the assigned region with special attention to highest impact sites with support from Monitoring & Evaluation team.
• Brings new knowledge and innovations and rapidly disseminate and scale up best practices.
• Provides the inputs needed to refine the implementation strategy and elaborate work-plan.
• Works with district teams to identify gaps and carry out Quality improvement projects.
• Assists in the organization of monthly Clinical and Quality Improvement meetings and exchange visits
• Facilitates the development and implementation of management systems and standards for technical support services such as laboratory support, referral systems, drug security, drug forecasting and quantification, and monitoring and evaluation as it relates to HIV/AIDS treatment and care.
• Prepares reports enumerating progress towards objectives, accomplishments, challenges, lessons learned and best practices.
• Actively participates in monthly/quarterly performance review meetings
• Organizes and facility regular DQA meeting in close collaboration with the M&E team.
Qualifications
• Diploma in Clinical Medical Sciences with 5 or more years of demonstrated experience in HIV/TB program implementation
• Demonstrated understanding of the principles of HIV healthcare
• Demonstrated experience in health systems programming and/or health systems research and desired attributes:
• Additional training in FP/RH/MNCH, HIV/TB, Cervical Cancer and VMMC.
• Knowledge in HIV/AIDS clinical management, including the current national guidelines for HIV prevention, care and treatment.
• Experience with district led programming.
• Proven ability to work collaboratively with colleagues in project implementation, excellent interpersonal skills.
• Excellent verbal, written and presentation skills.
• Good computer skills, including competence in MS Office and internet/e-mail.
• Willingness to work in rural settings.
