SCOPE OF WORK

USAID SCALING UP NUTRITION TECHNICAL ASSISTANCE (SUN TA)

DISTRICT TECHNICAL OFFICER (DTO) WASH (GRADE 9)

1. Project Background:

The Scaling Up Nutrition Program is a cross-ministry and multi-donor program to reduce stunting in Zambia through implementation of the Government of the Republic of Zambia (GRZ) 1,000 Most Critical Days Program. SUN TA provides support and direct technical assistance to sub-national local government departments in target districts to plan, implement, coordinate, and monitor integrated nutrition-sensitive and nutrition-specific activities to reduce the rate of stunting among Zambian children under two and improve the nutritional status of pregnant and lactating mothers. USAID has identified two main objectives that address stunting, including (1) Adequate Quantity and Quality of Dietary Intake among Target Groups; and (2) Adequate Health Conditions for Biological Utilization of Nutrients. SUN TA interventions increase access and availability of safe, diverse, nutritious food; adoption of better child feeding and household hygiene practices; and access to improved health, water and sanitation services. The project prioritizes sustainability by improving intra-household joint decision making and building the capacity of local government and their stakeholders to ensure coordination, accountability, and learning, following the Scaling Up Nutrition model.

2. Purpose:

The District Technical Officer WASH will work in close collaboration with the District Nutrition Coordination Committee (DNCC), the District Water, Sanitation and Hygiene Education Committee (DWASHE) and the relevant line ministries and will support the implementation of the District work plans and activities and improve district capacity related to evidence based WASH interventions with a strong correlation to the reduction of stunting.

3. Place of Performance and Reporting:

The District Technical Officer WASH will report directly to the District Manager and will be supported by national level SUN TA WASH Expert and the Director of Infrastructure Development:

Central Province: The District WASH Technical Officer will be based in Kabwe and will oversee both Kabwe and Kapiri Mposhi with frequent (more than 50% of time) travel throughout assigned district.
Northern Province: The District WASH Technical Officer will be based in Kasama and will cover Kasama, Mbala and Luwingu with frequent (more than 50% of time) travel throughout assigned districts.

4. Duration

6 to 12 months with a possibility of extension.

5. Responsibilities and Tasks:

• Working in convergence across the four pillars, health and nutrition, livelihoods, agriculture, and WASH, provide technical, administrative, and logistical support for SUN TA program activities in the assigned district.
• Provide technical assistance and operational support to the DNCC and DWASHE committees in the roll out and implementation of CLTS at scale to lead to the Open Defecation Free attainment and certification of health facility catchments.
• Provide technical assistance to the DNCC and DWASHE in the implementation of interventions to increase access to safe water, including the development of the District Water Needs Assessments and the district implementation and adherence to the Water Quality Assurance Plan.
• Sensitize communities, DWASHE committees and GRZ partners on adherence and compliance to approved Environmental Mitigation and Management Plan (EMMP).
• Facilitate the collection of water samples and testing thereof with MOH and/or Alfred Knight and ZABS.
• Support the coordination of D-WASH committee meetings.
• Ensure V-WASH committees are trained in water facility management and community mobilization.
• Facilitate and coordinate APM related activities i.e. training, handpump repairs, payment of related allowances etc.
• In liaison with relevant APM’s and EHT’s, monitor boreholes post-handover operation and maintenance and sensitizing communities on need to report handpump malfunctions to the Rural Water Engineer.
• Serve as a liaison between district committees and other district stakeholders and the SUN TA program, ensuring smooth and efficient communication, positive relationship-building, and collaboration.
• Conduct joint supportive supervision and quality control monitoring visits to sub-district levels (Wards, Health Care Facility Catchments, Zones and Communities).
• Document and share project success stories and lessons learnt.
• Support the collection of qualitative and quantitative data for program monitoring, evaluation and learning (MEL).
• Provide administrative support to the project such as organizing meetings, training, workshops and other project events.
• Any other duties as assigned by the District Manager, the WASH Expert, and the Director of Infrastructure Development

6. Supervisory Responsibilities:

• The DTO WASH will not have supervisory responsibilities.

7. Education and Experience:

• Bachelor’s Degree in a related field and 5 years of relevant work experience in one of the following areas: water, sanitation and/or environmental health.
• Ability to work with the district, sub-district and community structures to increase access to WASH services.
• Strong communication and writing skills, and ability to collaborate effectively with district and sub district partners.
• Proven problem-solving skills and exceptional stakeholder relations with both internal and external parties.
• Well organized and self-directed individual with sound technical skills, analytical ability, good judgement, high ethical standards, and operational focus.
• Fluency in English is required.

8. Key Result Areas:

• Achievement of targets related to CLTS to districts District, sub-Districts and Community Based Volunteers to attain ODF.
• Ensure accurate and strategic District Water Needs Assessments are completed annually.
• Demonstrated change at household level.
• Ensure achievement of targets for promotion of Food Hygiene and Household Water Treatment and Safe Storage (HWTS).
• Report and document success stories.
• Ensure plans are in place for improved collaboration between district and sub district level that will facilitate convergence of Project activities at various levels.
• Conduct joint supervision visits to wards, zones and communities.
• Ensure timely submission of reports.
• Collection of qualitative and quantitative data for program monitoring, evaluation and learning (MEL).
