JOB DETAILS:
Context
UNHCR operates in four Provinces where the refugees are hosted including Lusaka, Mayukwayukwa (Western Province), Meheba (North-Western province) and a recently established integrated settlement in Mantapala (Luapula province) where Congolese refugees and their hosts live side by side through a Comprehensive Refugeee Response Framework (CRRF) approach. In line with the Government of Zambia’s goal of ensuring development reach all citizens without leaving anyone behind, the settlements are provided with education infrastructure and human resources to enable refugee children access education. This is also in line with SDG 4, the GCR and UNHCR’s Global Refugee Education Strategy 2030 which seeks to provide education to all refugees. The provision of refugee education is aligned with Zambia’s national education system organized at various levels namely, Early Childhood Education (ECE), Primary, Secondary and Tertiary level. From the perspective of the Zambian Government, education provision is seen as a prerequisite in the attainment of the various developmental goals expressed in the 8NDP. This also applies to refugees and is a basis for seeking integration of refugee education into the national system so refugees too can become part and contribute to national development. The incumbent will support the roll-out of Refugee Education 2030, the UNHCR Refugee Education Strategy, in line with the Global Compact on Refugees (GCR), which calls on States and relevant Stakeholders to contribute resources and expertise, to expand and enhance the quality and inclusiveness of national education systems, to facilitate access by refugee and host community children and youth to primary, secondary and tertiary education. Providing inclusive and equitable quality education is central to the achievement of the 2030 Agenda’s Sustainable Development Goals (SDG) and the Assistant Education Officer will contribute to ensure UNHCR’s programming is in line with the SDGs, in particular SDG 4. Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results, including through follow-up on pledges made through the 2019 Global Refugee Forum. Contributing to this global roll-out of the GCR, the incumbent, in collaboration with the Education Section in the Division of Resilience and Solutions (DRS), will support the UNHCR Country Office(s) and partners to advocate for and implement the objectives of Refugee Education 2030: 1. Promote equitable and sustainable inclusion in national education systems for refugees, asylum seekers, returnees, stateless and internally displaced persons; 2. Foster safe enabling environments that support learning; 3. Enable learners to use their education toward sustainable futures. Externally, the Education Assistant will contribute to promote the inclusion of refugees and other forcibly displaced persons into national education systems through effective partnerships and advocacy with relevant local authorities, development actors, private sector, UN agencies, international organizations and NGOs at the district level.

Task description
Under the direct supervision of Education Officer, the Education Assistant will perform the following tasks:

• Assist to engage, promote and foster partnerships/collaboration with district education stakeholders and bodies in line with GCR;
• Support advocacy activities with local level district officials on all issues related to UNHCR education programmes, including supporting planning processes, and ensuring inclusion of refugee, returnee, asylum seeking, internally displaced and stateless children and youth in District Development plans;
• Participate in sector working groups at district level for district level support such as the Community Development Fund be extended to refugee education programming;
• As part of a team, and in cooperation with partners and Commissioner for Refugees at the local and national level, assist the implementation and monitoring of activities relates to education access, quality, and data;
• Participate in direct dialogues at the local level on the implementation of education programmes in line with District Education Plans;
• Assist to foster inter-sectoral linkages and coordination with child protection, GBV, gender, community services, livelihoods/economic inclusion and health, among others, and ensure that they fully integrate education related concerns in their planning
• Assist the supervisor in monitoring the implementation of education programmes and provide guidance on orientation;
• Support active exchange of information and that best practices are identified, documented and disseminated;
• Participate in joint assessment missions to minimize the time refugee children and youth spend out of education (ideally a maximum of three months after arrival);
• Assist to prepare and draft narrative and statistical education updates;
• Perform any other related tasks as may be required or assigned by the supervisor.

Requirements

• 0 years of experience in education, child protection or related work; • Skills in community development and engagement;
• Good communication skills.
