JOB DETAILS:
In line with our aim to effectively contribute to sustainable economic growth through the promotion, development. training and regulation of the Zambian Construction Industry, we are seeking dynamic and motivated staff to fill the following position:
EXECUTIVE DIRECTOR-GRADE NCC 1
Reporting directly to the Board Chairperson, the job holder will manage the Council by evolving the necessary strategic direction, policies, procedures and plans that contribute to the development, growth and sustainability of NCC, within the mandate given under the NCC Act No.10 of 2020, by the Board and the NCC strategic plan, as well as general guidelines.

Main Duties/Accountabilities
• Develops and implements a long-term Strategic Plan and short-term business plans for the Council that ensures effective administration and management of the Council.
• Monitors the implementation of the Council's strategic plan and submits performance reports to the Board to ensure that objectives are met timeously. ii. Evaluates the NCC Annual Work Plan and budget against objectives/policies submitted by subordinates from all Departments, providing guidance/advice and ensuring that submissions are realistic and attainable and thereafter presents the budget to the Board for approval. After approval monitors the budget and takes corrective action as necessary.
• Ensures that contractors, affiliated bodies, construction materials manufacturers/suppliers and construction projects are duly registered and that applicable fees are collected and accounted for to ensure orderly conduct in the construction industry.
• Ensures that regulatory activities are carried out on construction projects in order to ensure safety, quality works and value for money.
• Ensures that demand driven training programmes targeted at the construction industry are rolled out by the construction school in order to develop skills required by the construction industry.
• Ensures that programmes and initiatives are designed and implemented to promote and develop local Zambian contractors in order to empower Zambians.
• Ensures that NCC promotes research into construction and the development and use of local materials and appropriate construction materials in order contribute to quality improvements and low cost housing.
• Ensures that NCC provides industry leadership in materials testing by ensuring ISO certification, provision of materials testing services and training in materials testing
• Engages with key stakeholder at various fora in order to advance the interests of NCC and the construction industry. Also attends to important stakeholder queries emanating from councils, Government and Donors.
• Chairs the NCC Tender committee meetings in order to ensure that Council's procurements above the Executive Director's threshold are procured in line with the ZPPA Act and guidelines and provide value for money.
• Supervises, coaches, motivates, develops and disciplines subordinates. Agrees, monitors and reviews performance of subordinates to ensure that they meet their agreed performance objectives/targets and that appropriate and timely actions are taken arising from the performance appraisals.
• Ensures that the Council is adequately manned by fully trained, experienced and well-motivated staff for efficient performance of the Council.
• Ensures that the Audited Accounts of the Council are prepared by independent auditors appointed by the Council not later than three months after the close of the financial year.
• Acts as Secretary to the Board, Prepares and presents Board papers, prepares, distributes and manages Agenda/minutes and ensures Board resolutions are implemented.
• Prepares periodic reports of the Council's activities affairs/performance and related issues for information and decision making.

Requirements
• Grade 12 School Certificate
• Master's Degree with First Degree in Civil Engineering. Architecture, Building Science, Quantity Surveying
• Member of EIZ and/or SIZ. ZIA, etc.
• Minimum relevant experience of seven (7) years
• Required Competencies and Personal Attributes Good strategic and business Planning skills Good interpersonal and influencing skills
• Excellent communication skills, as the jobholder has to interact at the highest level with major stakeholders.
• Good management and leadership skills
• Able to galvanize the entire Council into achieving results
• Basic computer skills (Word processing, spreadsheets and internet)
