Civil Society for Poverty Reduction

1. Background

The Civil Society for Poverty Reduction (CSPR) is an anti-poverty civil society network that has been building a voice for the poor in the fight against poverty. It was established in 2000, primarily to ensure that civil society effectively and meaningfully participates in the design, formulation, and implementation of the National Development Plans. 2. Objective of the Consultancy

The main objective of this assignment is to comprehensively review and update the current organisation employee handbook to ensure it is aligned to the employment code ACT N0. 3 of 2019 and best practices. Since the development of the existing employee handbook, CSPR has significantly grown necessitating the revisions of the handbook to reflect the current structure, focus and strategic direction of the organisation. The consultant will work closely with the senior Management team to deliver on the objectives of the assignment. CSPR will facilitate access to information on its operating environment and all information deemed necessary to the effective undertaking of this assignment.

3. Scope of Work

The consultant selected for this work will be responsible to deliver fully on the objective of this consultancy. Specifically, the consultant will be expected to:

  • Undertake initial assessment of the current employee handbook’s compliance to the law and identify gaps
  • Undertake consultation with likeminded institutions to distil existing best HR practices
  • Review existing HR policies and review the handbook with updated and well aligned key clauses.
  • Present draft revised manual to CSPR Staff and management for validation
  • Based on validation comments and feedback, submit a final draft of the revised manual in both word and PSF format

During the discourse of this assignment, the consultant will be expected to exercise confidentiality and professionalism in undertaking this assignment, with an obligation for non -disclosure.

4. Core Deliverables

The Consultant will be expected to deliver the four (4) outputs specified below:

I. An inception report with detailed scope of work and work breakdown schedule that outlines the work plan, timelines, milestones and deliverables;
II. A first draft of the revised Employee handbook for review and validation by CSPR
III. A Final draft of the revised, updated handbook
IV. A process report for this assignment which shows how the assignment was undertaken and key recommendations for management.

5. Methodology

It is expected that the consultant will carry out a number of activities:

I. Propose and design a mixed-method approach in responding to different deliverables of this assignment;
II. Conduct consultations with CSPR’s staff members on areas of proposed improvement
III. Review best practices with peer organizations
IV. Review current CSPR employee handbook.
V. Update hand book aligned with Employment code ACT.
VI. Validate the draft
VII. Finalize the updated employee handbook

6. Minimum Requirements and Competencies

The consultant must meet the following minimum requirements:

I. Accredited consultant with a minimum of 10 years’ progressive experience in Human Resource Management.
II. Minimum of a master’s degree in Human Resource Management
III. Knowledge and experience in NGOs
IV. Must be registered with ZIHRM
V. Excellent communication skills including in editing, writing and presentations.

7. Supervision

The Consultant will be expected to be self-motivated and able to work independently. CSPR’S Management team will provide supervision and support including induction to the work, provision of the relevant background documents, and links to the relevant internal and external stakeholders. CSPR’s Senior Management Team will provide a general guidance and advice.

8. Timeframes

It is anticipated that the assignment will be completed within 15 working days from the date of the signing of the contract between CSPR and the Service Provider.

9. Response to the EOI

Please respond to this EOI with not more than 15 pages technical and financial proposal (including all attachments) to mpimpa.handahu@csprzambia.org and cspr@csprzambia.org by 16:00pm CAT 8th November 2024.

The EOI proposal should cover:

  • Your understanding of the assignment;
  • Evidence of past work experience;
  • A proposed approach and methodology for carrying out the assignment;
  • Core team, responsibilities and level of effort;
  • A detailed work plan, timeframes and milestones.
  • A financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs for each task or element in the ToR
