JOB DETAILS:
1. Background
• The purpose of the USAID Expanding Water and Sanitation Project (USAID Expanding WASH) is to professionalize water, sanitation, and hygiene (WASH) services, to promote accountability for reliable and high-quality WASH services, and to enhance the enabling environment for private sector engagement (PSE) in service delivery in Zambia. This project will incorporate a series of interventions that support and strengthen sector governance and enhance public-private partnerships for improved WASH service delivery in a manner that: i) institutionalizes market-based WASH service delivery through financially sustainable and inclusive management models; ii) increases accountability of WASH service providers, policymakers, and civic leaders; and iii) increases private sector participation. These interventions together will provide increased access to safe water, improved sanitation, and enhance the capacity of Zambian government, private sector, and civil society organizations.
Contextual Data/Information
• As part of its effort towards improvement of service delivery, the project shall undertake construction services at USAID’s direction. These services, and types of construction, shall include, but are not limited to the following:
• Water Supply: New boreholes with Hand Pumps; Rehabilitation of boreholes with Hand Pumps; Household and Community Water Connections (Including: Solar Systems with Distribution, Extensions and Rehabilitated Distribution Systems, Innovative surface water compact filtration and Water Kiosks)
• Sanitation: VIP Latrines and/or Water borne Toilets; Sewer Connections and Rehabilitations
• A Construction Fund (CF) has been established to facilitate the construction works. The Fund will be managed by a Construction Fund Manager (CFM) and will provide funding for needed emergency repairs and new piped water systems or expansion of existing infrastructure for water and sanitation. The project plans to use the CF for strategic needs identified in partnership with the CUs and LAs and, in addition to construction, will provide support for improving billing and collection, addressing NRW challenges, piloting metering, and funding business development studies. It is envisaged that the construction works to be undertaken will help service providers to achieve financial and operational improvements and pilot private sector partnerships.
• 2. Purpose and Justification of Activity
• Per the USAID Expanding WASH contract, and in anticipation of construction work, the project needs to integrate environmental mitigation and monitoring activities as outlined in the Environmental Mitigation and Monitoring Plan (EMMP) into its construction processes including site selection, design and construction stages.
• 3. Specific Tasks/Planned Activities
• Support project team to integrate EMMP considerations into the construction activities. The consultant will support development of guidelines to integrate environmental and climate mitigation and monitoring in key construction processes namely: site selection; facility design; and construction.
• Support the project team with orientation/training of key construction staff on use of the guidelines.
• Undertake environmental compliance reviews for all project sites. The Consultant will review all ERFs to ensure correct determinations for activities and mitigation measures put in place. Further, the consultant will visit select project sites to ensure that all construction is performed in accordance with the approved EMMP.
• Prepare Annual Environmental Monitoring and Mitigation Report
4. Expected Deliverables (outputs):
1. Review site selection, design and construction supervision guidelines to ensure integration of environmental and climate mitigation in site selection and facility design. Due: July 14, 2023.
2. Conduct workshop of Environmental Mitigation and Monitoring processes for project construction team. Due: July 25, 2023.
3. Field Environmental Compliance Review Reports. Due: September 30, 2023
4. Annual Environmental Monitoring and Mitigation Report for FY23, Due: January 15 ,2024,

The Consultant is required to propose duration (level of effort) and cost of research broken down into activities detailed below:

3. Environmental Compliance Review Reports for 10 Project sites.
Ten (10) Field Environmental Compliance Reports highlighting, at minimum:
i. Site Identification and GPS location with photos (can be provided by partners)
ii. Contractor Name and contact information
iii. Supervision Engineer
iv. Brief description of Works being performed
v. Compliance status (in line with approved ERF and EMMP)
vi. Recommended remedial measures and expected timelines for remedial measures to be enacted

4. Annual EMMR Reports for FY 23
Annual EMMR in USAID prescribed format with attachments (Photos, water quality data as appropriate)
January 15, 2024
All work must be completed within this timeframe. The Consultant shall request any modifications or extensions from RTII in advance for review and discussion.
6. Terms & Conditions:
Working Arrangements: The consultant will be required to perform the work from their home but will be required to visit project offices/sites from time to time. The consultant may be required to work with the project team via video chat software such as Zoom, Teams, or Skype using his/her own equipment.
Estimated Start Date: July 3, 2023
Period of Performance: July 3, 2023– January 31, 2023.
Locations: Muchinga Province (Chinsali, Mpika and nakonde); Northern Province (Lunte and Mungwi); Western Province (Kalabo, Kaoma, Mongu, Nalolo and Sesheke).
7. Travel and Logistics
Travel is expected to 10 sites in Kalomo District. The project will facilitate all travel and logistics for the site visits.
8. RTII Point of Contacts:
The consultant will work closely with both the Chief of Party and Service Delivery Lead throughout the assignment. The Service Delivery Lead will serve as the primary point of contact for the consultant.

Qualifications:
• Master’s Degree in Environmental/Civil /Mechanical Engineering with at least 5 years work experience in Environmental assessment and mitigation work; Bachelor of Engineering Degree in Environmental/Civil /Mechanical Engineering with at least 10 years work experience in Environmental assessment and mitigation work.
• Work experience in climate risk management approaches in Water and Sanitation is a requirement.
• Work experience in designing and implementing environmental mitigation and climate risk management strategies.
• Experience working in rural WASH will be an added advantage.
