Job Description
Key Duties and Responsibilities:
Under the supervision of the SPIU Coordinator, the Program Manager will be responsible of the supervision of all the project hired engineers, safeguard specialists, M&E specialist, technical elements, and the preparation TAs, supervision TAs and contractors hired on project in support of the Districts Project Management Teams.
Specific Duties of the Position

  • The Feeder Roads Program Manager oversees overall implementation of the Project and supervises project staff at national and District level: Coordinating the implementation of feeder roads development program with specific focus on National Feeder Roads Policy and Strategy (NFRPS), NST1 and the Government of Rwanda 7 years program;
  • Monitoring progress and outcomes of all funded projects of the program by ensuring that programs and projects are delivered on time with required quality standards and in the available financial means/budget;
  • Ensure compliance with the financing agreements signed between the Government of Rwanda and the World Bank;
  • Coordinate the implementation of the recommendations of joint implementation support missions of the World Bank with the Government of Rwanda, audits reports, evaluation reports, midterm reviews;
  • Supervise the preparation, negotiation and implementation of memoranda of understanding and/or contracts signed with projects' partners and services providers; including works and supervision contracts, and TA consultancies contracts
  • Ensure effective and proper implementation of the Social and Environmental safeguards, as per the Government and World Bank policies
  • Coordinate all the different cross cutting agendas of the project: gender, climate resilience, citizen engagement, road safety, and any other.
  • Participate and coordinate the Feeder Roads Master Plan
  • Coordinate and work closely with the Impact Evaluation Team working on the FRDP IE Program.
  • Coordinate the safeguards’ team in relation to compliance by the Contractor with the CESMP, RAPs, ESIAs, the Prevention and Response Action Plan (for Labor Influx, SEA, SH and VAC), and the Code of Conduct.
  • Coordinate the preparation of annual action plans and budgets, and ensure that they are well aligned to projects' objectives of NST1 and GoR seven (7) year’s program
    xii. Coordinate the project with the Ministry of Agriculture and Animal Resources for the prioritization of feeder roads in the framework of PAST
  • Ensuring that technical and financial reports are timely submitted to all stakeholders including but not limited to the Ministry of Finance and Economic Planning, the Ministry of Infrastructure, the World Bank, the MDTF donors, and other development partners according to timelines agreed upon with all concerned institutions (monthly, quarterly and annual)
  • Initiate and propose the ownership mechanisms with regards to the sustainability of the program interventions,
  • Identifying windows of opportunity to further develop the road development program and all its components;
  • Making proposals and taking actions to remove any bottlenecks that might arise during program implementation;
  • Providing technical and administrative support to implementing partners (supervision missions and contractors, etc.);
  • Organizing and facilitating stakeholder consultations and program review meetings as required.
  • Reviewing and ensuring high quality of technical and financial reports issued by the FRDP Team and by implementing partners;
  • Conduct field visits and meetings as required to verify project activities relative to stated targets;
  • Coordinating closing out activities for any project of the program which include preparation of project completion report, final financial and technical reports, and the handing over of all documents as required. The Project Completion Report comprises, but is not limited to, a detailed overview of the technical and financial achievements, lessons learned, and good practices in line with project appraisal documents or evaluation reports;
  • Ensure compliance with the Project Implementation Manual (PIM) and update the PIM if needed.
    xxiii. Providing strategic and technical guidance to feeder roads engineers and specialists under his direct responsibility;
  • Undertaking any other assignments in line with his duties, as delegated by RTDA that may be necessary for the effective management of the program.
    Job Profile
    This is a high level professional position with a demanding mission to attain the desired outputs of the projects. The candidate should fulfill the following requirements:
  • BSc in Civil Engineering or related field with minimum five (5) years experience or Master’s degree in the following fields: Construction Management, Road Engineering & Construction, Civil Engineering, Transportation Engineering, Pavement Engineering with at least (3) years experience of working experience.
  • Experience in working with donors funded projects, public, private and civil society organizations
  • Skilled in managing integrated projects/programs and putting in place sustainable approaches
  • Skills in team building, knowledge management/sharing of best practices and skills, interpersonal relationships, influencing and negotiation skills;
  • A high level of competency in English is essential, while working knowledge of French would be an added advantage; knowledge of Kinyarwanda is essential;
  • Sound computer skills in major software (MS Office, MS Project, AutoCAD, or other related software, email and internet);
  • Working under pressure and meet deadlines in an interdisciplinary team.
  • To be registered in the Institution of Engineers Rwanda
