TERMS OF REFERENCE FOR RECRUITMENT OF TWO FIELD OFFICERS TO IMPLEMENT THE CCOAIB’s SCSO-PSTA4 PROJECT
Background and scope of the Field Officers role
The “Conseil de Concertation des Organisationsd’Appui aux Initiatives de base” CCOAIB” in acronym is an Umbrella Organization of Rwandan Local NGOs engaged in development. It serves as a framework for exchange, consultation, advocacy, dialogue, networking, negotiation and solidarity for its members. CCOAIB’s core business is reinforcing member organizations capacities in promoting sustainable development in Rwanda. Its key objectives include the provision of information and skills, the creation of platforms to enable its members to engage actively in national policy development and implementation processes.
CCOAIB has secured funding for the implementation of a project title ‘’Enhancing the capacity and participation of small scale farmers and civil society organisations in decision making and governance processes related to sustainable agriculture and food security in Rwanda’’ (SCSO-PSTA4 Project), focusing on the formulation, implementation and monitoring/evaluation of policies, programmes and budgets related to the agriculture sector. CCOAIB will implement the project over three years from 1st August 2018 in Nyagatare district and would like to recruit two Field Officers who will be based in Nyagatare district.
The Project Field Officers will implement the project activities in all sectors of Nyagatare district and will be supervised by Project Coordinator. The Field Officers will report to the Project Coordinator and interact closely with the rest of the organisation, including the finance department. The role will work closely with Trócaire’s programme staff working on the project, and will keep working relationships with other organisations implementing the same project (Caritas Gikongoro, IPFG) in other districts to deliver on anticipated results.

Successful candidates will be expected to comply with country labour law and various organisational policies, including those that the CCOAIB has signed up to according the donor guidelines, such as Safeguarding Programme Participants, and Child Protection Policy.
